외주정책을 둘러싼 논쟁의 특성과 그 성과에 관한 연구

국문 초록 (Abstract)

이 연구는 외주정책이 도입되고 추진되어온 맥락, 외주정책을 둘러싸고 대립하는 입장들 및 논리적 공방의 분석을 통해, 동 논쟁의 배경, 특성, 및 의의를 판단해 보고자 하였다. 이를 위해 방송정책결정과정 및 그 한 사안으로서의 외주정책의 특성, 외주정책의 도입 및 추진경과와 공방을 빚는 주요 쟁점들을 살펴보고, 최근의 논쟁이 지닌 의의 및 성과를 평가하고 있다. 결론적으로 외주정책을 둘러싼 논쟁은 우리나라에서 드물게 찾아볼 수 있는 생산적인 방송정책 논쟁으로써, 우리나라의 방송정책 결정과정이 정책갈등을 진정한 의미의 정책대결 및 정상적으로 작동하는 상호조정을 통해 풀어 가는 성숙 단계로 진입하고 있음을 보여주는 사례로 평가해 볼 수 있다.

다국어 초록 (Multilingual Abstract)

This study analyzes the debate concerning a broadcasting policy case in the 1990s in Korea, that is, the programming quota policy (=the policy of programming quota increase of the independent production sector in the over-the-air TV programming). To evaluate the nature and the validity of this debate, this paper examined the introductory stage and the legislation process of the policy. Then, the arguments and counter-arguments regarding the policy and the contradicting interpretations on its interim performance (outcomes) have been compared.
The programming quota policy has been introduced based on the policy suggestions of a series of academic research committees. The basic nature of these committees were more or less close to the biased form of the ad-hoc committees, the primary functions of which are to justify the logic of the authorities. Also, in its incipient stage, the actual business implications of the programming quota policy was insignificant since the quota requirements was small and little concern was raised.
The current arguments against the policy reveal the limitation of advocating the outright interests of over-the-air broadcasters. Still the discussion on the goals and the means of the policy is in general sense, much more elaborated. In sum, the current debate on the programming quota policy provides a valuable chance of deliberating the policy, which has been missing at its introduction and execution stages.
