행정민주주의와 공공성 = 심의 민주주의와의 접목

국문 초록 (Abstract)

본 논문은 우리 행정학계에서 지금까지 한국행정에 대한 연구들이 그동안 관리적 차원의 행정학에 치우친 결과 정치적 차원에서의 행정학의 이슈인 관료제와 민주주의 관계, 그리고 이와 연관된 공공성의 문제에 대한 연구들이 많이 부족했다는 문제의식에서 출발한다. 이러한 문제의식에서 수행되어야 할 새로운 연구과제는 많지만, 그 중에서 행정과 공공성을 연계시킬 수 있는 중요한 이론적 관점과 이에 상응하는 제도적 장치로서 행정민주주의의 개념화와 그 필요성에 초점을 두어 행정의 공공성 문제를 분석한다. 그리고 행정민주주의와 공공성을 실현할 수 있는 중요한 전략과 제도적 설계의 하나로서 심의민주주의의 논리를 행정민주주의에 접목시켜 본다.

다국어 초록 (Multilingual Abstract)

This paper attempts to explore the possibility of applying theories and institutional ideas of deliberative democracy to administrative democracy as an institutional design to enhance the publicness of public administration. Until today most research on the Korean public administration have mainly focused on the managerial issues and problems in the name of administrative efficiency. They have neglected on the serious issues on the dilemmas between bureaucracy and democracy as well as the democratic accountability of public administration, that is, overall issues of the publicness of public administration. First, this paper raises empirical and theoretical issues on why we need the study of administrative democracy and the publicness on the Korean public administration. Second, it conceptualizes the publicness and administrative democracy and its linkages. Third, it applies the principles and institutional ideas of deliberative democracy to the administrative democracy and elaborates some theoretical strategies and research agendas in the future.
