Korea’s local extinction crisis has evolved into a structural regional problem accompanied by population decline, industrial contraction, and increasing vacant houses, especially in rural and shrinking cities. In these areas, many vacant houses enter auction procedures due to debt or tax arrears but remain unsold even after repeated price reductions, reflecting not only market failure but also the absence of effective housing demand and high maintenance costs.
This study identifies a regulatory gap between the civil execution system, which focuses on creditor recovery, and local vacant-house policies, which mainly address safety and demolition. To address this gap, it proposes a limited public-interest purchase right for local governments to acquire long-term unsold vacant houses in population-declining regions for purposes of housing welfare and regional regeneration.
The paper argues that such intervention is justified under the social function of property rights and public welfare principles, but must be strictly limited by legal safeguards, objective pricing standards, and procedural review. Acquired properties should be reused for public rental housing, community facilities, or regeneration projects, and in some cases demolished for public space creation.
Ultimately, the study suggests that integrating auction systems with local regeneration policies can transform abandoned properties into assets for addressing regional decline and population loss.
