    The Shiwha Multi-Techono Valley (MTV) project is one of the controversial issues since it plans to be built on landfill areas while it destructs some of tidelands which should be conserved. A feasibility study is conducted for the purpose of giving a guideline to decision makers including NGO’s and a developer. NGO’s agree to implement the project since the environments quality in Shiwha is very serious and it should be improved. For improvement of environments in Shiwha, it costs at least 450 billion won which would be donated by a developer of the MTV project. We try to find an optimal size of development so that the destruction of tidelands is minimized as well as at least 450 billion won is secured. We analyzed an economic validation, estimated environmental and social impacts. As the benefits of the project, foreign currency income, income of employee, and environmental improvement effects are concerned, whereas construction expenses, environmental economic loss because of destruction of tidelands, and additional environmental pollution as the costs of the project. Various development scenarios are analyzed in order to find an optimal size of development and an optimal pattern of landuse. As a result, at least 3,300,000 m2 and the above should be developed in order to get an economic feasibility. As the size of the project increase, the B/C (Benefit to Cost) ratio is improved. Additionally, the ratio of green fields should be decreased in order to the developer secures 450 billion won for environmental quality of Shiwha.
