水原華性 觀光資源化 프로그램의 經濟的 便益 推定 = Measurement of the Economic Benefits of Tourism Program for Suwon Hwaseong

Regional development and value creation through the development of tourism resources became an important issues through diverse cases. However, it is hard to find the case of the development of tourism resources and the case that its value has been evaluated. Suwon Hwaseong has been acknowledge its value and has been granted World Heritage status by UNESCO. Consequently, national tourism program has been suggest for the promotion of tourism for Suwon Hwaseong. Since billions of national budget is expected to be assigned to this program, it is required to analyze the economic returns from the program as well as its cost-benefit analysis. Therefore, in this study, we evaluate the economic benefit from the tourism program for Suwon Hwaseong by using Contingent Valuation Methods(CVM). As a result, citizen in Suwon area are willing to pay 6,718won, all citizen 4,298won and those who are willing to visit Suwon Hwaseong are willing to pay 26,236won. This paper is a pioneering study of evaluating the economic returns from tourism program and the development of cultural heritage and can be a good example for similar cases related with cultural heritage.

국문 초록 (Abstract)

관광 자원의 개발을 통한 부가가치화와 지역 개발의 중요성은 다양한 사례를 통해 그 중요성이 강조되고 있다. 하지만 국내에서는 아직 관광 자원화 사례가 미흡하며 그 가치 평가 또한 이루어지지 않고 있다. 수원화성은 유네스코 지정 세계문화유산으로 그 가치를 널리 인정받았을 뿐 아니라 최근 관광자원화를 위한 프로그램이 개발되어 구현을 앞두고 있다. 대규모 예산이 투입되어야 하는 국책사업인 만큼 프로그램의 가치 평가와 향후 경제적 수익에 대한 추정을 통해 사업의 타당성을 정량적으로 분석하는 절차가 필요하다. 본 연구는 조건부 가치측정법 (Contingent Valuation Method)을 활용하여 수원화성 관광 자원화 프로그램의 경제적 편익을 추정하였다. 그 결과 수원 시민은 가구당 6,718원, 전국 시민은 4,298원의 지불의사금액이 계산 되었으며 향후 수원화성에 방문할 의사가 있는 예비 관광객의 경우 1회 관광 시 26,236원을 지불할 의사가 있음을 보였다. 본 연구는 문화유산의 복원과 개발이 창출하는 경제적 편익과 관련해 정책적 시사점을 제공하며 향후 유사한 사례에 활용될 수 있을 것이라 기대한다.
