국회의원 보좌직원 제도의 개선방안 모색 = 한국과 미국의 사례를 중심으로

국문 초록 (Abstract)

본 연구는 미국과 한국의 의회 보좌제도 비교를 통해 입법 전문성을 제고하기 위해 다음과 같은 방안을 제시했다. 첫째, 미국 하원과 한국 국회의 보좌직원을 비교하면 미국은 의원 1인당 19명이나 한국은 7명으로 국회 보좌진의 양적확대가 필요하다. 둘째, 미국 의회조사국과 같이 규모와 연구역량을 가진 입법보좌조직이 필요하다. 셋째, 보좌관의 충원 방법 및 운용체계의 개편이다. 미국 상임위 보좌직원의 경우는 의회업무 경력자 혹은 변호사와 과학자 등 각 상임위에서 필요한 전문가를 필요에 따라 수시로 임면하는 탄력적인 제도가 필요하다. 같은 맥락에서 상임위 전문위원 충원에 있어 폐쇄형 보다는 개방형 충원방식의 도입이 필요하다. 수석 전문위원의 증원을 통한 전문성 제고도 가능하다. 넷째, 의원 보좌진의 직급별 업무의 세분화 작업도 가능하다. 입법과 정무를 동시에 담당해야 하는 부담을 덜어 내 상대적으로 업무에 대한 만족도와 전문성 확보에 기여할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This essay tries to find measures for the purpose of legislative specialty reinforcement by comparing the legislative staff systems of Korea and USA. It shows first, it is necessary to increase the number of staffs for the members of Korean National Assembly. Second, Korean National Assembly needs the American style of staff system like Congressional Research Service. Third, we are to amend the recruitment and management of legislative staffs. Fourth, legislative staffs’ works are supposed to be specified according to staffs works.
