유엔 PKO활동 분석과 한국 PKO의 전략적 실용화 방향

The present time is ideal to seek a pragmatic direction for the Korean Peacekeeping Operations(PKO) in order to enhance their international status and to meet the goal of a contributing diplomacy pledged by current Korea President Lee Myung-bak. This paper clams that significant number of Korean PKO detachments were decided by the UN’s request and/or poor domestic political judgement which lack a deep review of the utility and benefit of each operation. Moreover, Korea is lacking documents pertaining to the cost and effect analysis of PKO activity, such as contributing to Korea’s national interest, and improving indirect combat experiences and the level of internationalization for Korea military forces. Therefore, this study provides fundamental information on establishing pragmatic strategies and the use of permanent forces for Korean PKOs in the near future.
This paper tries to show the principles and guidelines of PKOs claimed by many scholars and written in UN PKO doctrines, and reveals the fundamental problems with these assertions. In addition, this paper suggests an analysis of the reasons turmoil persists in countries or regions with PKO involvement. Furthermore through this analysis, this paper attempts to provide a timeline of when and how many participants of each nation’s PKO, police and female personnel among PKO Units, UN PKO special organizations in each continent, as well as multinational PKO organizations should be dispatched to the PKO-involved countries and regions to provide more efficient peacekeeping operations.
