아시아에 있어서 정치사회적 신뢰와 결사체민주주의

국문 초록 (Abstract)

본 연구는 시민사회중심적인 관점에서 정치사회적 신뢰에 대한 결사체의 영향을 분석했다. 퍼트남에 따르면 효율적인 민주주의는 조직화된 시민사회를 필요로 한다. 즉, 결사체들이 신뢰를 형성시켜 민주주의의 안정과 민주주의에 대한 지지를 초래한다는 것이다. 이러한 맥락에서 퍼트남은 민주적 의식과 행태를 형성시키는 자발적 결사체들의 역할을 강조했다. 정치사회적 신뢰의 요소들은 사회구성원들이 공동의 목표를 효과적으로 추구하도록 한다는 것이다.

기본적으로 신뢰는 사회적 관계 내지는 연결망을 유지하기 위해서도 필요하다. 개인이 이익을 추구할 때 타인의 이익을 고려할 수 있는 가능성에서 신뢰의 의미를 찾을 수 있다. 개인은 자발적 결사체로의 참여를 통해서 타인에 대한 신뢰를 형성한다. 이러한 맥락에서 콜만은 사회적 연결망을 사회적 자본의 기본적인 요소로 간주했다. 즉, 결사체는 민주주의 안정에 기여하는 협력행위를 촉진시킨다는 것이다.

이와 같이 정치사회적 신뢰에 관련하여 제기되는 중요한 문제는 정치사회적 신뢰가 자발적 결사체의 형성을 촉진시키고 있는 것인가와 이러한 결사체들이 민주주의 발전에 기여하고 있는가하는 것이다. 본 연구에서는 이러한 문제에 초점을 맞추어 정치사회적 신뢰의 결사체민주주의에 대한 영향을 경험적으로 분석했다. 본 연구는 첫째 아시아 국가들에 있어서 정치사회적 신뢰수준의 차이를 비교하고 차이를 초래하는 원인과 배경을 규명했다. 둘째 아시아 국가들에 있어서 결사체에 현황과 유형을 비교분석했다. 셋째, 정치사회적 신뢰와 결사체간의 상관관계와 그것이 민주주의에 미치는 영향을 분석했다. 이러한 목적을 위해 본 연구에서는 정치사회적 신뢰의 요소를 경험적 차원에서 분석하고 이러한 요소들의 결사체와 민주주의간의 상관관계를 규명했다.

다국어 초록 (Multilingual Abstract)

The aim of this study is to examine and develop an empirical framework for the measurement and analysis of trust and associative democracy in Asian countries. The study focusing on political and social trust provides some explanations of how social associations functioned in Asia. And then, this study measures the level of social and political trust based on yearly data from the World Values Survey and verifies cross-national analytic models. This study is divided into three sections. The first outlines definitions which surround the concept of social and political trust. Social and political trust allow citizens to act together more successfully to pursue common goals and encourage political democracy. The second section focuses on the measurement of social and political trust examining what constitutes trust indices and suggesting survey data. The third presents the statistical evidence which correlated social and political trust with associative democracy. The study demonstrates that in Asian countries, higher levels of social and political trust is considered to play a role to promote associations for democracy. However, despite encouraging results, Asian levels of social and political trust are moderate or relatively low by the standards of western advanced democracies.
