This study analyzes the structural causes behind the stagnation of small-scale housing improvement projects in Jeju Special Self-Governing Province and proposes policy measures for their revitalization in response to the recent changes in height-control regulations introduced in 2025.
The analysis reveals that the feasibility of redevelopment projects in Jeju has been fundamentally constrained by strict height-control regulations, with approximately 83% of residential and commercial areas designated as height-control districts. These regulations have significantly limited building heights and development intensity, thereby reducing the economic viability of small-scale housing improvement projects.
However, recent amendments to the urban planning ordinance have introduced important institutional changes, including a temporary relaxation of height-control district designations and the restructuring of the floor area ratio (FAR) system into base, incentive, and maximum FAR levels. The results of the development feasibility simulation indicate that applying the base FAR (230%) increases development profitability by approximately 50%, while the application of the maximum FAR (280%) leads to an increase of up to 133.3%.
Based on these findings, this study proposes several policy measures, including the establishment of legal grounds for project support through ordinance revision, phased fiscal support mechanisms, the creation of a dedicated administrative organization, flexible height management linked with public contribution requirements, and the introduction of a digital platform to enhance transparency in project implementation.
In conclusion, the study suggests that a Jeju-specific redevelopment model, integrating regulatory relaxation with public contribution requirements, can enable the coexistence of landscape preservation and urban revitalization.
