일본의 경제안보 정책과 국내정치 = Japan’s Economic Security Policy and Domestic Politics

국문 초록 (Abstract)

일본만큼 경제와 안보의 연관성을 오래전부터 인식하고 있는 나라는 드물다. 일본경제는 에너지 · 자원 · 식량의 대외의존도가 높고, 무역을 기반으로 경제성장을 해왔기에 국제경제환경의 변화에 민감하고 취약하다. 따라서 경제와 안보는 불가분의 연관성을 가질 수밖에 없었던 것이다. 오랫동안 경제와 안보의 불가분성을 고민해왔던 일본에는 군사적 의미의 안보 정책을 최소화한 상황에서 경제로 이를 보완하려 했던 ‘안보의 경제화’, 국제질서의 현상변경을 추구하는 위협국가에 대한 자국 안보를 강화하기 위해 균형전략을 추구하는과정에서 경제가 중요한 수단으로 이용되는 ‘경제의 안보화’ 현상이 병존하고 있다. 기시다 정부 이후 본격화된 경제안보 논의는 ‘경제의 안보화’ 현상에 가깝게 전개되고 있다. 하지만 ‘시장’과 ‘평화’의 논리를 바탕으로 하는 ‘안보의 경제화’ 전통은이러한 기시다 정부의 경제안보 정책에 중요한 견제망이 되고 있는 것은 기시다 정부의 경제안보 정책 수립 및 전개과정에서 확인되고 있다.

다국어 초록 (Multilingual Abstract)

Japan which has long recognized over the inseparability of economy and security, is coexisting with the phenomenon of “economicization of security” which tried to supplement it with the economy at a time when security policies in the military sense were minimized, and “securitization of the economy” which is used as an important means in pursuing a balanced strategy to strengthen national security for threatened countries seeking to change the status quo of the international order. Economic and security discussions since the Kishida government, have been developing close to the phenomenon of ‘securitization of the economy’. However, it is confirmed that the tradition of “economicization security” based on the logic of the market and peace is an important checkpoint in the Kishida government’s economic and security policy.
