In the recent years, information technology (here in after IT) has been an increased focus on job practice processes and working patterns. IT has served as a catalyst to efficiently accomplish organizational goals. IT has also been to support various jobs both in public and non-public organizations. In public organizations such as the department of police, a new paradigm fit with information age is being required for various administrative jobs. However, statistic show that job performance is behind the IT development due to job regulations and systematic problems. Further, amongst public organizations, the police organization is required to have quicker motive and responding power due to the inherent job characteristics. As compared with other public organizations, the application of IT and its utilization would be more important to secure safety for citizens and to maintain social order.
The purpose of this study is to analyze the influence of job characteristics perceived by policemen on job performance and IT utilization. It also analyzes the influence of IT utilization on job performance while mediating and controlling effects of IT utilization in influence of sub-variables of job characteristics perceived by policemen upon job performance. The respondents were 283 policemen who work in 11 police stations under Incheon Metropolitan Police Agency. The results found that research result suggested a basis for this fact IT utilization has both can have direct and indirect impacts on job performance. In addition, this study will provide the implications. The results of this study are summarized as follows:
First, for the influence of job characteristics perceived by policemen on job efficiency and job satisfaction, it is suggested that job importance and purpose had positive impacts on job satisfaction.
Second, regarding the influence of job characteristics perceived by policemen on IT utilization degree and support scales, it is indicated that job importance and feedback of job characteristics and factors had positive impacts on IT utilization degrees and support scales.
Third, regarding influence of IT utilization on job efficiency and job satisfaction, the study showed that IT's degree of utilization had a positive impact on job efficiency and support scale, both from the perspective of job efficiency and job satisfaction.
Fourth, as a result of route analysis on the mediating effects of IT utilization in the key job characteristics and performance measurements perceived by policemen, it is appeared that these intrinsic factors indeed di affect IT utilization. As a mediating factor, IT utilization affected job efficiency on job performance. Also, the analysis showed that job importance and feedback of job characteristic affected the support scale of IT while support scale of IT affects job efficiency and job satisfaction amongst job performance factors.
Fifth, as a controlling effect of IT utilization on between job characteristics and job performance perceived by policemen, the results show that for groups with low degrees of IT utilization, job importance and autonomy of job characteristics served as important variables affecting job efficiency and job satisfaction. While for group with a high degree of IT utilization, job importance and feedback of job characteristics served as important variables affecting job efficiency and job satisfaction. On the other hand, it is identified that for group with low support scale of IT among IT utilization job importance and autonomy of job characteristic serve as important variables affecting job efficiency. However, job satisfaction affects only autonomy of job. For groups with a high support scale of IT, job importance and feedback of job characteristic served as important variables affecting both job efficiency and job satisfaction.
Finally, based on empirical analysis the differences in mean within each variable according to demographical characteristics, it is found that there are commonly significant differences in job characteristics, IT utilization, job performance between groups classified by marriage, work department, rank, and career while age, academic background, and location of police station showed different distinctions.
This study concludes that job characteristics perceived by policemen have varying impacts on job efficiency and job satisfaction. IT utilization served as effective factor in job of policemen. In addition, job characteristics have different influences on job performance according to IT utilization degree and support scale. The study found that IT utilization has the potential for tremendous direct and indirect impacts on job performance on job characteristics of policemen.
