In Korea, the total length of Expressway is over than 2,500kilometers so the maintenance cost is increased rapidly. Implementation of the PMS (Pavement Management System) is essential for efficient management with a limited budget. The HPMS (Highway Pavement Management System) had been developed in 2000 and its practical implementation is being carried. Extensive surveying data is needed to decide the priority for decision-making in the HPMS. Distress surveys on the Pavements by manpower have several drawbacks including the hazard of being on the read, variability between raters and the high cost of the crews performing the slow speed inspection. Automated surveying equipments have been imported or developed in KHC last few years. The Purpose of this study is to develop evaluating method on the pavements by surveying equipments and to apply it into HPMS. In this year, the three main factors, which are permanent deformation, roughness, and cracking, are measured to evaluate pavement condition. The criterion of rehabilitation and maintenance for pavement are established. The decision-making tree is proposed to solve problems of the existing HPCI (Highway Pavement Condition Index). The characteristic of a skid resistance is very important factor to evaluate safety on the pavements. It is different between new construction Expressway and old Expressway due If worn of the surface texture during elapsed service life of the Expressway. An old Expressway is shown that the skid resistance is low values due to elapsed service life. In this research, skid resistance test was performed in Chung-bu Expressway, Yong-dong Expressway, and Dong-hae Expressway. The skid data is used to prevent traffic accident to wetted climate on the pavements.
