중저준위 방사성 폐기물 처분장, “경주모델”의 재구성에 관한 연구

국문 초록 (Abstract)

본 연구는 구성주의적 '아래로 부터'의 관점을 거버넌스에 적용하고 이것이 중저준위 방사성 폐기물 처리시설 입지선정 정책의 현실을 이해하고 대안적 함의를 찾는데 유용함을 보여준다. 그렇게 함으로서 본 연구는 경주의 방폐장 입지선정 정책이 어떻게 주민들에게 실제로 재구성되어졌고 성공적 입지선정 정책이라는 당연시되는 사실에 도전하였다.
연구결과, 2015년 주민투표는 중저준위 방사성 폐기물 처분장 입지선정에서 민주적 거버넌스를 가져올 핵심적 제도적 도구 였지만 입지선정이후 주민들에게서 민주적 의사결정과정을 저해하는 제도적 기제로 재구성됨을 발견하였다.
둘째, 담론과 의사소통의 영역에서 입지선정 초기, 지역개발의 담론이 유일하고 압도적인 입지선정결정 요인으로 작용했지만 그 이후 경주에서 의사소통과정이 다분화하고 담론 또한 환경정의나 지역적 불평등, 탈원전 등과 같은 지역의 경계를 넘는 수준으로 분화하고 있음을 밝혔다.
셋째 지역공동체의 경우, 경주는 동경주와 그 외 지역으로 극심한 갈등을 경험하면서 정부나 원전당국에 대한 불신을 드러내는 경우가 심회되었으며 이 과정에서 지역발전이라는 메타 담론에 의한 '상상의 공동체'를 해체시키면서 경주를 환경적 지역적 불평등을 인식하는 지역성을 재구성하고 있음을 밝혔다.

This study argued that a constructivist bottom-up perspective on governance could be an useful method to understand the reality of governance 'from below' and to develop alternative implications for democratic and deliberate LLRW policy processes. By doing so, this study aimed to analyze on how Gyeongju model of Korea's LLRW disposal policy has been reconstructed in reality and to challenge on the policy narrative which is taken for granted as a successful siting case by policy authorities.
This shows that, first, although the 2015 referendum itself in Gyeongju was a major policy institution introduced for democratic LLRW disposal facility siting, it didn't work in accordance with a democratic decision-making procedre toward democratic governance over the LLRW disposal facility siting.
Second, discourses and commmunication can be regarded as a medium with which actors exchange their value and assssment on the facility siting. In Gyeongju model, regional development discourse which dominate the communication and discourse process over the early siting process had been diversified such as environmental justice, regional inequity. reflective discourses etc.
