This thesis aims to develop an index system for the enhancement of innovative capacity of local governments in Korea. Through a pilot study like FAUI(Fiscal Austerity for Urban Innovation) and theoretical background, I recommend the bureau, citizens, civic groups and the local government as the main bodies of the innovation, in which the capacity building of each main body is a prerequisite in achieving innovation through cooperation among them. In accordance with this study, indices for evaluating and analyzing the capacity of a local governments developed and the basis for accomplishing its evaluation is prepared.First of all, an analytical model for measuring the innovative capacity of a local government perceives internal capacity as innovative capacity. Here, internal capacity of a local government perceives internal capacity as innovative capacity. Here, internal capacity is divided into divided into will, attitude. Internal capacity is comprised of financial capacity and organization structural capacity. On the other hand, external capacity is divided into civic groups, and an external structural factors.
