국가연구개발(R&D)사업 평가체제에 관한 소고

다국어 초록 (Multilingual Abstract)

One of the purpose of this paper is to establish the meta-evaluation model in searching more efficient way to evaluate the national R&D programs. Evaluation of the national R&D program has been done every year to report the result to the National Science Committee which manages and set up national science policies. The reason why this research is done is that any other former researchers did not evaluate the national R&D programs evaluation system as a whole. By doing this analysis, we can find out more efficient way to evaluate the evaluation system of the national R&D programs. In doing this, factors which are used to modeling the evaluation system are selected based on the former studies on the evaluation system. Specifically, those factors are evaluation target, evaluation management system, evaluation method and procedure, and feedback of evaluation result. Analysis is done based on these factors. And the problems of each situation concerning each factor are searched and found. Major finding is that present evaluation system is relatively properly manage the national R&D programs. But still there are several problems to improve in evaluation process.
