패널회귀분석을 이용한 지방분권과 지역격차의 관련성 분석

국문 초록 (Abstract)

이 연구는 우리나라의 경우를 대상으로 지방분권과 지역격차간의 양자간의 관계를 이론 및 실증적 분석하였다. 이론적으로는 제 2세대 재정이론과 같은 새롭게 제시된 최근의 주장들을 토대로 우리나라의 제도적 상황에서 지방분권과 지역격차간의 관계가 어떻게 설정될 수 있을 것인가를 규명하였다. 실증적으로는 최근 자료의 축적과 더불어 그 활용가치가 높아지고 있는 패널자료분석법을 사용하여 양자간의 관계를 분석하였다. 분석결과의 핵심은 지방분권을 나타내는 변수들, 특히 재정자립도로 측정한 재정분권의 경우에는 통계적 유의성이 크지 않은 것으로 나타나 그 변수들이 지역격차에 직접적으로 영향을 미치기 보다는, 지역산업의 구조적 변화에 영향을 미침으로써 간접적으로 영향을 미치는 것으로 판단할 수 있었다. 즉, 지방분권이 지역격차에 미치는 영향은 직접적으로 나타나기 보다는, 지방분권이 지역의 경제구조에 영향을 미치고, 그 영향을 통해 간접적으로 나타난다고 할 수 있을 것이다. 이 연구는 이러한 분석을 통해 우리나라에서 지방분권이 지역격차의 어떠한 측면에 어떠한 영향을 미쳤는지를 이론 및 실증적으로 규명함으로써 지방분권 정책의 방향정립에 필요한 기초자료를 확보하였다.

This study analyzes the relationship between decentralization and regional disparity both theoretically and empirically. As for theoretical side, this study attempts to set up a new relationship between decentralization and regional disparity in the Korean context based on the new theories such as the second generation of fiscal federalism. Empirically, this study implements a statistical analysis of the relationship between decentralization and regional disparity using panel data estimation technique. The result of empirical analysis indicates that the impact of the fiscal decentralization represented by the variable of financial self-sufficiency does not appear to be statistically significant. It seems that the fiscal decentralization may not influence directly the regional disparity, but it may influence it indirectly through the change in the industrial structure of each region. Finally, based on these theoretical and empirical analyses, this study provides some important information that would be utilized in designing decentralization policies in the years to come.
