This study aims at identifying whether there can exist ’the New Right planning.' This study reviews the experience of Britain and the US in the 1980s, and Houston, TX to discuss the topic. This study finds out a few merits and numerous
demerits of the planning trend from the cases mentioned above. In condusion, this study identifies what the t--;ew Right planning can exist but it should be careful of its application to the Korean situation. The following three are the reasons. First, the approach can damage the legitimacy of the state because it usually works following the logic of capital.
Second, it can threaten the principle of democracy and the social integration owing to the same mechanism. Third, the Korean situation is quite different from the cases of Britain and the US. This study recommends some principles of the New Right planning though.
First, the principle of incentives underpinned by the market mechanism should be accepted more extensively in the planning process. Second, the mechanism and procedure of planning should be simplified drastically. Third, planning procedure should be more transparent than now, and the means to double the citizen participation should be searched sincerely
