독립국가연합(CIS)의 민주화과정에 대한 비교연구 : 중앙아시아 5 개국을 중심으로 = A Comparative Study on Democratic Processing in CIS : With a special focus on 5 states of Central Asia

다국어 초록 (Multilingual Abstract)

This study focuses on democratic political practices and processing in Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan,Kyrgyzstan in Central Asia States of CIS. The current democratic transition in 5 states is leading to the emergence of ill-competition and unfair election between president dictatorship and peoples. This study compares 5 states democratic processing with CIS Democratization.
Facing democratization in CIS, and a New World order as like global democracy, 5 states has to get international support from various areas in the world to enhance her international standing. EU and UN has supported the Central Asia States's globalization and Central Asia States's policy about it in CIS. Conceptualization of a consolidated democracy is useful and will be compared to the formulation of democracy described in the preceding discussion. Inflows Global and deliberative democracy has encouraged the political stabilization in 5 states needed to further peaceful and co-development with Western European countries and USA. It explains the relationship between global democracy and 5 states President and National Assembly Election Processing, and discusses democracy in future within the context of the legacy of CIS. Democratic Problems of 5 states should be solved through this peaceful global democratic process with interrelationship of 5 states.
I believe that ordinary people in 5 states were in favor of democracy and capitalism as they perceived the system. But, because of totalitarianism and authoritarianism, they actually knew very little about how and why the democratic system worked.
Clearly, multiple processes of global democratic diffusion and convergence are not yet at work in 5 states. This positing of democratic civil society as a new political processing can be understood in 5 states. and goals of global and deliverative democracy promotes democratization both directly and indirectly in 5 states.

국문 초록 (Abstract)

91년 8월 구소연방을 구성하고 있던 중앙아시아의 5개공화국들은 독립움직임을 본격화하였다. 독립후 구소련의 협조체제의 붕괴로 심각한 경제체제에 직면하게 되자 전환기의 경제적 어려움을 구성했던 각 공화국간에 독립국가연합(CIS: Commonwealth of Independent States)을 성립시켜 상호 긴밀한 협조체제를 구축하고 있다.
본 연구는 키르기스스탄, 카자흐스탄, 우즈벡스탄, 타지크스탄, 투르크메니스탄 등 5개국의 1990년 이후부터 2000년대 들어 각 국에서 보여지는 민주화진행과정에 대하여 비교분석하였다. 1인 장기집권과, 패권적 1당의독주, 헌법의 부당한 개정 등 정치적 압제하에 놓여 있는 중앙아시아 5국이 정치과정이 민주주의로 가는지 못가는지를 분석하였고 반민주주의를 타파하고 민주개혁의 시민사회와 정치적 리더쉽이 등장하여 서구국가들과 동반자가 되어 글로벌 민주주의가 정착되지 못하고 있음을 분석하였다. 5개국의 민주화가 글로벌 민주주의로 편입하기 위해서는 어떠한 문제점과 과제가 있는지도 보여 주었다. 이는 향후 구소련하에 있었던 CIS국가들의 민주화과정에서 내부적인 정치적 성숙과 함께 국제사회의 압력과 글로벌 민주주의의 영향이 크게 작용할 것으로 본다. 중앙아시아 5개국 민주주의가 정상적으로 이행되어 글로벌 데모크라시의 기준에 적합하려면 개별국가차원에서 민주화를 하려는 정치적 리더쉽이 등장해야하고, 동시에 성숙한 시민사회가 형성되어야하고, 경제적 빈곤의 극복과 교육수준이 높아져야 하며, 종교적 갈등이 최소화되어야하는 것 등의 과제가 있다.
