초고령사회에 진입한 한국에서 고령자의 지역사회 지속거주 의사가 어떠한 요인에 의해 형성되는지 규명하고, 그 결정 구조가 가구유형(노인부부가구·노인1인가구·자녀동거가구)과 거주지역(수도권·5대 광역시·지방)에 따라 어떻게 달라지는지를 실증적으로 분석하는 데 목적이 있다. 지역사회 지속거주는 정책 담론에서 바람직한 목표로 제시되어 왔으나, 현실에서는 대안 주거의 제약, 주거전환 비용, 건강·소득 제약 등이 개입하며 “원해서 남는 것”과 “떠날 수 없어 남는 것”이 동일한 응답으로 관측될 수 있다는 비판이 제기되어 왔다. 또한 지역사회 지속거주가 긍정적 정주로 기능하기 위해서는 개인 자원과 지역 서비스 체계의 결합이 전제되어야 하며, 그렇지 않을 경우 취약성이 누적된 고착으로 나타날 수 있다는 논의도 존재한다. 본 연구는 이러한 문제의식 위에서 지역사회 지속거주 의사를 규범적으로 평가하기보다, 어떤 조건에서 강화·약화되는지를 경험적으로 검증하고자 하였다.
이를 위해 본 연구는 지역사회 지속거주 의사를 단순한 선호(preference)가 아니라, 건강 악화 및 돌봄 수요 증가라는 위험 상황에서도 현재의 주거와 익숙한 지역사회에 머물 수 있는지라는 실현가능성(feasibility)을 포함하는 정주 의지로 조작화하였다. 자료는 「2023년 노인실태조사」 원자료(N=9,782)를 활용하였고, 건강 유지 시 지속거주 의사(AIP1)과 건강 악화 시 지속거주 의사(AIP2)을 교차 결합하여 “건강 변화 조건에도 유지되는 지속거주 의사(AIP)”를 종속변수로 도출하였다. 이는 단일 문항 기반 측정에서 발생할 수 있는 과대추정 가능성을 줄이고, 위험 조건에서의 정주 의지까지 포착하는 보수적 측정이라는 점에서 의의가 있다.
실증분석 결과, 첫째 점유형태(자가 대비 전·월세)는 지역과 가구유형을 가로질러 지속거주 의사에 가장 일관되게 결부되는 구조적 요인으로 확인되었다. 점유형태는 장기거주 전망과 주거개선의 선택권, 이주가 ‘선택’인지 ‘강제’인지의 경계를 규정하는 조건이 될 수 있으며, 노년기 주거이동이 환경 압력 대응·지원 확보·편익 추구 등 상이한 동기에 의해 발생한다는 논의와 연결된다. 둘째, 근린·서비스 접근성은 지역에 따라 방향이 전환되는 특성이 뚜렷했으며, 특히 지방에서 노인복지관 접근성의 정(+) 효과가 반복 확인되어 생활권 거점 인프라가 지역사회 지속거주의 실현가능성을 지지할 수 있음을 보여준다. 셋째, 사회적 자본은 ‘지원’과 ‘신뢰·교류’가 동일한 방식으로 작동하지 않았고, 지원 변수는 취약성의 표지로 관측될 가능성을 포함하였다. 넷째, 금융자산은 일부 집단에서 부(-)로 나타나, 자원이 항상 정주를 강화하기보다 대안 선택(이동·전환) 가능성을 확대하는 자원으로 기능할 수 있음을 시사하였다.이상의 결과는 지역사회 지속거주 의사가 단일한 정주 선호가 아니라 역량–환경–관계 자원이 결합되는 맥락 의존적 의사임을 보여준다.
본 연구의 의의는 건강 변화 조건을 결합해 지역사회 지속거주 의사를 실현가능성 기반 지표로 측정하여 선호와 고착의 혼재 가능성을 분석 수준에서 다루고, 가구유형과 지역 맥락의 교차에 따라 동일 요인의 효과가 달라짐을 9개 하위집단 분석으로 제시했다는 점이다.
정책적으로는 첫째, 지역사회 지속거주를 위한 정책은 복지서비스 확충만으로 충분하지 않으며 주거 안정성(tenure security)이 출발점이 되어야 한다. 임차 고령가구에 대해서는 주거비 지원을 넘어 장기거주형 공공임대·장기임대 모델, 계약 안정, 주거환경 개선이 결합된 패키지 설계가 요구된다. 둘째, 건강 악화 조건을 고려할 때 지역사회 지속거주는 “집에 남음”이 아니라 “집에서 살 수 있는 조건”의 구축 문제이며, 방문건강·요양·응급안전 등 분절된 서비스의 생활권 단위 연계가 중요하다. 셋째, 주거만족은 지속거주 의사에 긍정적 영향을 미치며, 특히 입지·편의(접근성)가 핵심이라는 선행연구가 보고된 바 있다(이경영 외, 2018). 다만 본 연구에서는 일부 변수의 방향이 집단별로 달라 평균 효과의 일률 적용을 경계할 필요가 있다. 넷째, 최소 9개 하위집단(3지역×3가구유형) 기준으로 취약성의 형태를 구분하고, 수도권은 임차 안정 중심, 광역시는 생활권 격차 진단과 표적 배치, 지방은 거점시설 접근성과 이동지원 결합을 강화하는 차등 전략이 요구된다.

This study aims to identify the determinants of older adults’ intention to age in place (AIP) in South Korea, a country that has entered a super-aged society, and to examine how the underlying decision structure varies by household type (older-couple households, one-person older-adult households, and multigenerational households living with adult children) and by residential area (the Capital Region, five major metropolitan cities, and non-metropolitan provinces). Although AIP has been widely promoted as a desirable policy goal, critical scholarship argues that observed “intention to remain” may conflate voluntary preference with constrained immobility, given limited housing alternatives, relocation and transaction costs, and constraints related to health and income. A further line of argument suggests that AIP functions as a genuinely positive residential choice only when individual resources are effectively coupled with local service systems; otherwise, accumulated vulnerabilities may lead to lock-in rather than successful aging in place. Building on these concerns, the present study does not evaluate AIP normatively; instead, it empirically tests the conditions under which AIP intention is strengthened or weakened.
To do so, this study operationalizes AIP intention not as a simple preference, but as a feasibility-oriented residential commitment—namely, the intention to remain in one’s current dwelling and familiar community even under heightened risk conditions such as health deterioration and increased care needs. Using nationally representative microdata from the 2023 Survey of Older Koreans (N = 9,782), the dependent variable was constructed by cross-classifying respondents’ intention to remain when health is maintained (AIP1) and when health worsens (AIP2), producing a final AIP measure that captures “intention sustained under health-change contingencies.” This approach reduces potential overestimation inherent in single-item measures and provides a more conservative assessment of AIP intention by incorporating risk-conditioned feasibility.
The empirical results yield four primary findings. First, housing tenure (owner-occupation versus jeonse or monthly rent) emerged as the most consistently associated structural determinant across regions and household types. Tenure is not merely a housing attribute; it delineates the boundary between “chosen” and “constrained” staying by shaping long-term residential prospects, the capacity to invest in home modifications, and exposure to uncertainty in the housing market—linking directly to established typologies of later-life mobility driven by environmental pressures, support-seeking, and amenity considerations. Second, neighborhood and service accessibility exhibited clear contextual reversals by region: in particular, accessibility to senior welfare centers showed repeatedly positive associations in non-metropolitan provinces, indicating that anchor institutions within the daily living area can directly support the feasibility of aging in place. Third, social capital did not operate uniformly: support-related indicators and trust/interaction-related indicators diverged, and support variables plausibly functioned as markers of vulnerability rather than straightforward resources. Fourth, financial assets were negatively associated with AIP intention in certain subgroups, suggesting that economic resources may expand the option set for residential transitions rather than uniformly reinforcing the desire to remain.
Taken together, these findings demonstrate that AIP intention is not reducible to a single, general “preference to stay,” but instead represents a context-dependent outcome shaped by the configuration of competence, environment, and relational resources. The study contributes by (1) measuring AIP intention through a feasibility-based indicator that explicitly incorporates health-change contingencies, thereby addressing the analytical ambiguity between preference and lock-in; and (2) demonstrating, through nine subgroup models (3 regions × 3 household types), that the same factor may vary in salience and direction depending on the intersection of household composition and regional context.
The policy implications are fourfold. First, expanding welfare services alone is insufficient: tenure security must be treated as a foundational condition for AIP. For older renters, effective policy packages should extend beyond cost subsidies to include long-term public or quasi-public rental models, strengthened contract stability, and integrated housing quality improvements. Second, under health-deterioration contingencies, AIP should be approached not as “staying at home,” but as “building the conditions that make staying possible,” which requires coordinating fragmented services—home-based health care, long-term care, and emergency safety supports—within a daily-life-area delivery system. Third, while prior research indicates that residential satisfaction positively relates to AIP intention and that locational convenience is particularly influential (Lee et al., 2018), the present study finds that certain effects vary across subgroups, warranting caution against applying average effects uniformly. Fourth, policy design should be explicitly differentiated across the nine region–household subgroups: strengthening rental stability in the Capital Region; diagnosing and targeting intra-urban disparities in metropolitan cities; and coupling service-anchor accessibility with mobility support in non-metropolitan provinces.
