      This study demonstrates a model of communicative conflict management, which connects communicative actions in problem solving with transparency and trust in government, especially in the condition of constructions for power transmission facilities. Specifically, drawn from a theoretical application of the situational theory of problem solving(STOPS), this study shows that problem recognition and situational motivation in the given conflict situation predict positive communicative behaviors. The results explain when and why people facing public conflicts in a local community behave communicative behaviors in order to solve conflict problems. Moreover, findings reveal that among a group of publics with the high level of transparency in government there are positive relationships between the increase in communicative actions for problem solving and the intention of policy acceptance while trust in government roles as a moderator in a public conflict situation relating to constructions for power transmission facilities. Overall this article proposes a range of innovative strategies and policy interventions to cope with public conflicts by building transparency-based environment that enables residents to obtain and rely on transparent, sufficient and pertinent information for problem solving based on individual perception of problem and motives to the conflict resolution.
