This article is to seek the directions and alternatives for teacher policy that can meet the internal and external needs properly. The detailed statement of the purpose is as follows: The first is to examine the existing limits and future possibilities of the teacher preparation system in Korea. The second is to review the main trend of teacher education all over the world. The third is reconceptualization of issues and ideas about teaching professionalism and the reappraising of the teacher preparation system. The fourth is to suggest a new teacher education program that can lead to qualitative professional responsibility and is to seek alternatives which can secure the educational accountability of teacher preparation. The fifth purpose is to suggest the direction and vision for a teacher policy which can secure the quality of education in knowledge-based society. The final purpose is to redefine the meaning and value of a community, to suggest a new direction for building an educational community within society, and to present the implementation tasks toward the goal.
In conclusion, this article identifies eight areas for new emphasis in teacher policy: 1) new standards in teacher education, 2) restructuring of teacher education program, 3) extended teacher preparation programs, 4) Incentives for change, 5) sustained leadership, 6) comprehensive teacher policy preparing better teachers, 7) dual course for recruiting more outstanding candidates into teaching, 8) the establishing of accountable educational community.
As a finding of this study, a collaborative community is suggested as a new model in building a desirable educational policy. The core values embodied in this community are 1) to foster a love of learning for an intellectual growth, 2) to cultivate an ethic of leadership and ensure professionalism, 3) to value the moral of mutual respect and trust, 4) to encourage the spirit of praxis in dealing with challenges and conflicts, 5) to nurture the spirit of philanthropy, and 6) to dedicate to a team within the community.
The implementation tasks in establishing a collaborative community should aim 1) to ensure of the importance of initiative educational goals, 2) to empower the principalship by allowing a symbolic authority, 3) to create a culture that respects the educational authority to draw an innovation, 4) to implement a supporting system and program to encourage community members to participate in expressing their view, 5) to develop an evaluation system to promote a professional growth, 6) to reward excellence in achievement, 7) to identify and articulate the interests and needs accompanied in the process of educational reformation, and 8) to create a educational culture in which justice is valued and collaborative endeavor is encouraged.
