사회과학연구 : “비례성”과 “대표성” 재고를 위한 비례대표제 개선방안; 시뮬레이션 분석을 중심으로 = Proposals for the Improvement of “Proportionality” and “Represntativeness” in Proportional Representation System: Focused on Simulation Analysis

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to suggest that the revision of proportionality and representativeness is a most urgent task in improving the Korean electoral system. There was no through evaluation of the impact of proportionality and represent -ativeness in the principle of ``one man one vote``, which had been one of the main principals in the Korean electoral system untill the 16th general election. Futhermore, ``one man two vote`` system which were first introduced in the 17th general election failed to have desired effect. This paper reveals that the main reason of showing no progress of proportionality and representativeness is a small percentage of proportional representation system. It demonstrates that the relatively large proportion of local constituencies impeded the advantages of proportional system and decreased the revision effects. Therefore, this paper proposes three ways of improving proportionality and representativeness through the process of the a statistical analysis and simulation. The first alternative is a practical means which can increase the number of seats elected through proportional representation system to 100 seats maximum. The second one is to modulate the portion between local constituency members and proportional members into the same rate (1 local constituency to 1 proportional representation). Finally this paper proposes the mixed member proportional system (MMP) used in German as an alternative. These three alternatives could improve proportionality and representativeness in the Korean electoral system.
