남한과 북한의 경제협력 확대 방안과 전략 : 경제평화론적 접근 = South Korea and North Korea’s Ways and Strategy for Expanding Economic Cooperation - an Approach on ‘Economic Peace Theory’

국문 초록 (Abstract)

남한과 북한이 경제협력을 확대하기 위해서는 ‘경제평화론(economic peace theory)’으로 접근하는 것이 타당할 것이다. ‘경제평화’란 국민경제간 상생과 공동번영을 위하여 경제협력을 확대하되 상호간에 차별이나 불균형, 나아가 착취 · 억압 등이 존재하지 않는 상태, 혹은 이에 이르는 과정이라고 정의된다.
경제협력은 그 자체가 그대로 평화로 귀결되는 것이 아니라 오히려 경제협력의 과정에서 불평등과 착취 등이 나타나면 갈등이나 분쟁이 발생할 수 있다. 이러한 의미에서 경제평화론을 ‘경제(자본)가 평화를 창출한다’는 기능주의적 성격이 강한 ‘평화경제론’또는 ‘자본평화론’과는 다소 다른 개념이다.
경제평화론에 의한 남한과 북한의 경제협력 확대를 위한 기본적인 방안과 전략은 다음과 같다. 즉, 한반도 평화는 존재론적으로 정치군사적, 경제적, 문화적 요인으로 형성되어 있으며 ‘분리정책’에 따라 협력이 가장 용이한 경제분야의 단계적, 점진적 협력 확대를 통해 경제평화를 정착하는 것이다.

다국어 초록 (Multilingual Abstract)

‘South Korea and North Korea’s Economic cooperation’ literally means the two Koreas’ cooperation in terms of economy. In order to establish the basis of co-existence and prosperity for the two countries and achieve a peaceful unification, economic cooperation should be expanded. To achieve this goal, it is appropriate and reasonable to deal with this matter with ‘Economic Peace Theory’.
‘Economic Peace’ is defined as the series of procedures or the status where there is expansion of economic cooperation for the sake of co-existence and prosperity while discrimination, inequality, exploitation, suppression, etc are eliminated.
Economic cooperation does not always bring peace. It sometimes causes controversy and conflict amid the ongoing procedures, if issues such as inequality or exploitation arise. Regarding all these, ‘Economic Peace Theory’ is somewhat different from ‘Peace Economics Theory’ or ‘Capital Peace Theory’ which claim ‘Economy Leads To Peace’.
One of the best ways to expand economic cooperation successfully is to proceed step by step from one procedure to another gradually. In other words, the two Koreas need to build up a comprehensive development scheme together by establishing an intermediary committee, and implement measures and proceed by degrees, focusing on sectors that are relatively easy to collaborate and making use of regional cooperation model.
The fundamental assumption and steps regarding the expansion strategy of South & North Korea economic cooperation under ’Peace Economics Theory’ are as follows. Peace on the Korean Peninsula, by its nature, is composed of political & military, economic, cultural factors, and expansion of cooperation In terms of economy which has more accessibility compared to other fields, in line with ‘the segregation policy.’
Since President Lee Myungbak took the office in Feb. 2008, the economic cooperation between South and North Korea has shown the tendency of contraction. It must be understood that Lee Administration’s theory which claims that progress in North’s nuclear issue should be a prerequisite for expansion of economic cooperation with North Korea, shall be a hindrance not only to solving North Korea’s nuclear matter, but also to increasing the level of peaceful integration of the South and the North.
