한국사회 임시직의 분화와 이질성

국문 초록 (Abstract)

1990년대 이래 우리 사회는 고용구조의 비정규화가 급격하게 이루어져왔다. 비정규직의 확산에 대하여는 한편으로는 후기산업사회 고용관계의 일반적인 유형으로서의 필연적인 과정으로 받아들이는 입장이 있는가 하면, 다른 한편에서는 비정규화 등의 고용구조의 유동화는 실업, 고용불안, 저임금 등으로 대다수 사람들의 고용상황을 악화시킬 것으로 우려하는 입장이 있다. 임시직은 일용직과 함께 비정규직의 중심을 이루면서 고용구조 비정규화의 핵심이 되고 있다. 본 연구에서는 한국노동연구원의『한국노동패널:1～6차년도 조사자료』를 이용한 군집분석과 중다회귀분석을 통해 임시직을 구성하는 여러 인구사회적 지형과 특성을 살펴보고 있다. 정규직과 비교하여 임시직은 소득, 근로시간형태, 직종 모든 측면에서 불안정하고 취약한 특성을 지닌다. 이러한 임시직의 일반적 특성과 함께 본 연구에서 관심을 가졌던 부분은 임시직 내부의 지형과 이질성에 대한 것이다. 최상위층에는 임금 등의 여러 조건에서 상용직에 버금가는 유리한 상황을 누리는 층이 있는가 하면 임시직 중에서도 중고령 단순노동층과 청년층을 중심으로 형성되는 더욱 열악한 임시직 층이 확인되고 있다. 임시직의 최하위층에는 학교를 마치고 시간제 아르바이트로 미미한 소득을 올리는 거의 실업에 가까운 청년층과 최하위 임금을 받고 주로 전일제로 일하는 중고령의 단순노동층이 자리하고 있으며 이들은 거의 여성들이다. 이는 비정규 임시직화 흐름에서의 부정적인 측면이 특정 집단이나 계층에 차별적으로 누적되고 있음을 보여주는 것이다.

Beginning in the early 1990s, firms have increasingly adopted temporary employment practices to achieve more organizational flexibility in the increasingly competitive environment. Instead of employing workers on traditional standard terms, firms have hired increasingly more workers for temporary basis. There has been much debate over the effects and consequences of these changes in employment practices. There have been conflicting views: expectation for growing opportunities for new type of workforce full of learning and autonomy on the one hand and criticism over flexible systems as a new permutation of worker on the other. Putting aside controversies over the trend, it is getting clear that the new opportunities have been differentially distributed across different groups of temporary workers.
The aim of this paper is to investigate the heterogeneity and diversification within temporary labour force and to examine if there are any identifiable groups. Using nonhierarchical cluster analysis and multiple regression analysis on the Korean Labour and Income Panel Study of the Korea Labour Institute, several notable groupings are made in lines with wage, education, age, gender, level of skill, full/part time work and level of job-satisfaction within temporary labor force. At the bottom of the temporary labor force two conspicuous groups were identified; not well educated, least skilled, mostly full time, and very old workers on the one hand and the highly educated, medium skilled, part time and very young worker. And both groups are mostly female.
