日.韓における選挙制度と政党システム ―政党システムに対する「政党の対応」をめぐって― = A Electoral Systems and Party Systems in Japan and South Korea: Revolving the Adaptation and Control Capacities of Party to Party Systems

Existing studies on party systems was developing from Moris Duverger’s proposition, an election system restricts party systems, which sets much value on institutional effect of an election system. Therefore party’s action cannot be main analytic object, party was recognized as the object not the subject. But It needs to be examined that party systems can proceed to different direction, in accordance with party’s recognition, strategy, action under given political, social environments, with the intention which election system has. This study examines interrelations between election system and party systems through the cases of successive election system in Japan and Korea. This study also represents a variable, ‘the adaptation and control capacities of party’, as an important factor forming party systems through analyzing differences between party systems presuming that would be in general nature and real party systems as it is. The main focus which has to be examined in this study is to explain which relation does have between a variable, ‘the adaptation and control capacities of party’, and interrelations of election system and party systems. In this point, this study suggests and examines following two hypothesises. The first, the strength of ‘the adaptation and control capacities of party’ is different in accordance with the intensity of party system’s restriction. The second, if existing party system changes, it can be observed that party does adapt and control or not through examining the movement of party systems. This study tries to reconsider the party’s autonomy by examining party systems of Japan and Korea, escaping from existing quantitative analysis relied on election system.

국문 초록 (Abstract)

기존의 정당시스템에 관한 연구는 선거제도가 정당시스템을 제약한다는 뒤베르제의 대명제를 전제로 하여 선거제도가 가지는 제도적 조건의 효과를 중시하는 방향으로 전개되어 왔다. 그로 인해, 정당의 행동은 주된 분석대상이 되지 못한 체, 정당은 주체가 아닌 객체로써 인식되어져 왔다. 그러나 주어진 정치적, 사회적 환경에 대한 정당의 인식, 전략, 행동에 따라, 정당시스템은 선거제도가 의도하던 것과는 다른 방향으로 나아갈 수 있는 가능성을 정당시스템 연구 속에서 검토할 필요성이 있다. 본 연구는 선거제도와 정당시스템과의 상관관계를 한국과 일본의 역대 선거제도를 사례를 통해 비판적으로 고찰하고, 두 국가의 선거제도가 갖는 일반적 성격에서 추정되는 정당시스템과 실제의 정당시스템간의 상이를 살펴봄으로써, 지금까지 거론 되어오지 않았던 정당시스템 형성의 중요한 요인으로써 정당의 대응(the adaptation and control capacities of party)이라는 변수를 제시하고자 한다. 여기서 검토되어야 할 점은, 지금까지 불명확하게 거론되어왔던 정당의 대응이라는 변수가 선거제도와 정당체제라는 양자의 상관관계와 어떠한 관련성을 가지는가를 구체적으로 설명해내는 것에 있다. 에 본 연구는 이하의 두 가지 가설을 제시, 검토하였다. 첫째, 선거제도가 갖는 제약성의 강약에 따라 정당의 대응의 강도 또한 틀리다는 것이다. 둘째, 기존의 선거제도가 변화할 경우, 정당시스템의 동태를 통해 정당의 대응 여부를 관찰할 수 있다는 것이다. 연구는 한일의 정당 시스템을 대상으로 하여, 정당시스템을 선거제도에 의존한 기존의 수량적 분석에서 벗어나 정당의 자율성을 재고하고자 한 시도라 하겠다. 이를 정당시스템 연구의 일반론 속에서 보다 구체화 해내는 것을 앞으로의 과제로 남기고자 한다.
