OECD와 한국 공적연금: 소득대체율의 숨겨진 이야기 = OECD and the Korean Public Pension System : The Hidden Story of the Pension Replacement Rate

국문 초록 (Abstract)

본 연구는 OECD 연금 모형(pension model)을 통해 한국 공적연금의 소득대체율을 재평가하고, 그에 따른 정책적 시사점을 도출하는 데 목적이 있다. OECD는 󰡔Pensions at a Glance󰡕 2021년 판에서 그전까지 잘못 채택한 한국 공적연금의 소득대체율 산정방식을 바로잡아 기존보다 낮은 소득대체율을 제시했다. 이에 따라 한국 공적연금의 보장성 수준을 둘러싼 논쟁이 촉발된 것은 물론, 기초연금 소득대체율의 미반영 문제를 둘러싼 논란이 확대 재생산되었다. 본 연구는 이러한 논쟁의 연원을 파악하고, 정책당국이 󰡔Pensions at a Glance󰡕 2023년 판의 발간을 앞두고 OECD와 진행했던 기초연금 소득대체율 반영 논의과정을 사회적으로 공유하고자 한다. 나아가, 2023년 판으로 ‘정상화’된 한국 공적연금의 OECD 연금 모형을 활용하여 최근 논의되고 있는 공적연금 개혁안의 소득대체율 인상 효과를 파악하고, 그 결과를 국제 비교 관점에서 제시한다. 분석 결과, 보장성 강화 개혁안을 채택하더라도 한국 공적연금의 소득대체율은 국제적으로 상당히 낮은 수준인 점을 분명히 확인할 수 있었다. 본 연구의 결과는 향후 한국 공적연금의 방향성에 대한 시금석을 가늠할 수 있다는 점에서 정책적 의의가 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study reassesses the income replacement rate of the Korean public pension system by using the OECD pension model and draws policy implications. In the 2021 edition of 󰡔Pensions at a Glance󰡕, the OECD corrected its previously incorrect methodology for calculating the income replacement rate of the Korean public pension system, thereby resulting in a lower one than before. This has sparked a debate over the level of adequacy of the Korean public pension system, as well as a renewed controversy over the absence of the Basic Pension’s replacement rate. This study aims to understand the nature of such issues and to share with the public the process of the Korean government's discussions with the OECD on the incorporation of the Basic Pension’s replacement rate into the 2023 edition of 󰡔Pensions at a Glance󰡕. Furthermore, we use the OECD pension model, which has been corrected in the 2023 edition, to analyze the effects of recently discussed reform proposals aiming to increase the level of adequacy. The analysis clearly shows that even with the adoption of any of those proposals, the replacement ratio of the Korean public pension system is well below the international level. The results of this study are of policy significance as they can serve as a steppingstone for the future direction of the public pension system.
