한국 시민사회의 갈등과 담론의 왜곡

국문 초록 (Abstract)

민주화운동 과정에서 부활하게 된 한국의 시민사회는 참여정부 들어 더욱 활기를 띄었다. 노무현 정부는 국가 영역를 시민들에게 개방함으로써 시민들이 정치과정에 적극적으로 참여하도록 다양한 시도를 하였는데, 그 중에서도 의제설정과 정책결정 과정에 있어 시민단체들의 영향력이 크게 향상되었다. 그러나 최근 이러한 시민사회의 성장이 크게 쇠퇴하는 양상을 보이고 있다. 본 연구는 이러한 점에 착안하여 한국의 시민사회가 쇠퇴하는 이유를 분석하고, 이를 극복하기 위한 방안을 모색하고자 한다.
구체적으로 다양한 시민사회의 구성요소 가운데 ‘사회운동으로서의 시민사회’와 ‘공론의 장으로서의 시민사회’에 초점을 맞추어 한국 시민단체의 정치 세력화, 그리고 진보와 보수 혹은 좌파와 우파라는 거대담론에 치우친 시민 없는 시민운동의 현주소를 지적한다. 마지막으로 이에 대한 해답을 ‘공론의 장’과 ‘생활정치’에서 찾고자 한다.

다국어 초록 (Multilingual Abstract)

Civil society in Korea, which was revitalized during the period of democratization, gained more momentum with the installation of Noh Moo-hyun administration. Noh administration made various efforts to promote the participation of people in political processes by opening areas which had traditionally belonged to the realm of the state to the public. Especially, the influence of NGOs in areas such as agenda-setting and policy decision-making has increased to great extent.
However, this growth of the influence of NGOs has declined recently. Based on this observation, this paper attempts to analyze the reasons of the current decline of the power of NGOs, and to suggest ways for NGOs to overcome difficulties facing themselves.
With emphasis on 'civil society as social movement' and 'civil society as public sphere', this paper tries to formulate the model for civil movement in Korea which is not stricken with grand discourse concerning ideological strife and free from the politicization of NGOs. Lastly, the concept of 'public sphere' and 'life politics' will be explored as part of the attempt to find answers to the questions raised above.
