SDG 11.1 calls for universal access to adequate and safe housing by 2030, functioning as a result-oriented international norm. Through a tripartite typology-slums, informal settlements, and inadequate housing-and a quantitative indicator system, it subjects the housing rights performance of individual states to universal international monitoring and comparative assessment. In South Korea, however, the translation of this international norm into substantive legal standards remains limited, and the right to housing has yet to be firmly established as an independent constitutional right, remaining confined to the realm of discretionary social policy. This study analyzes the normative structure and indicator framework of SDG 11.1 and maps it onto Korean housing realities-including basement dwellings, gosiwons, jjokbang, and vinyl-house settlements-thereby repositioning the problem of inadequate housing as a subject of comparative legal analysis and quantitative evaluation. Drawing on three core indicators-the proportion of households below the minimum housing standard, the scale of public rental housing supply, and the coverage of housing benefit programs-the study diagnoses the structural limitations of South Korea's housing legislation and identifies legislative and policy reform priorities. It concludes that SDG 11.1 can serve as a constitutional benchmark for evaluating the legitimacy of housing law and policy in Korea, providing the normative foundation for reconstituting the right to housing as a central element of urban governance.
