청소년 복지정책의 방향 설정에 관한 연구 = A Study on the Direction of Youth Welfare Policy

The Purpose of this study was to produce some data on the issues and alternatives needed to establish the direction of youth welfare policy through Delphi method. Data for this study were collected from 30 professionals consisted of youth welfare related professors, the staffs of youth welfare facilities and organizations, and officials at government agencies. The Delphi technique with three rounds of questions was carried out in order to reach an agreement on the main problems of youth welfare policy such as aims and subjects, present and future issues, legal systems and policy problems, and the roles of central government, local government and private organization, etc. The major results of this study were as follows: First, the correspondents put more priority on the prevention of youth problems, the provision of the equal opportunity, the protection of youth right, etc. in the aims of youth welfare policy. Second, They considered poverty youth as the highest priority in the subject of youth welfare policy. And general youth was ranked second, juvenile delinquent was ranked third, and disabled youth was ranked fourth in the same area. Third, the survey showed that the main issues of youth welfare policy were the youth problems such as violence and runaway, the lack of the integrated youth service delivery system, the ignorance of youth rights, etc. Fourth, they agreed that the major problems of youth welfare policy were the wrong policy subjects focused just on youth without including family and community, the lack of the connection among government agencies, and among the related organizations, the dispersion of the delivery system, etc.
