With the development of information technology, Intelligent governments seek to optimize people-centered services and promote public participation while maintaining appropriate government authority. In this process, the supply and demand of E-government services increase, and the evaluation of the quality of digital platform service becomes important. This study seeks to explore the meaning of 'good government' and at the same time examine the governance capabilities of the government for this. This study used data from the survey on the perception of public officials and the public on the 2022 conducted by Korea Institute of Public Administration (KIPA). Government governance capabilities, which are independent variables, were categorized into government organizational capabilities, civil service capabilities, and administrative service capabilities and the empirical analysis of how each independent variable affects the dependent variable of intelligent government. In addition, the quality of digital platform service was set as a moderating variable, and it was attempted to verify whether there is a difference in perception between the public and public officials for each variable. Based on results, this study presented guidelines for what capabilities the government and public officials should strengthen, and confirmed the difference in perceptions between the public and public officials, suggesting that the perceptions and requirements of the people should be sufficiently reflected in the policy process.
