Buffering Political Uncertainty and Power: An Institutional Perspective on Managers' Red Tape Perception in Local Government

국문 초록 (Abstract)

과거 30여년 동안 공공부문의 레드 테입 (Red Tape)에 관한 연구는 많은 발전이 있어왔다. 공공부문의 레드테입 연구에 있어서 어려움 중의 하나는 레드 테입의 인식이 행위자에 따라 다르다는 점이다. 본 연구는 제도적 관점에서 레드 테입의 정의를 명확히 한다. 특히 정치적으로 상이한 정치체제를 가지고 있는 미국 지방정부들에서 선거에 따른 정치적 불확실성 때문에 발생하는 지방관리자들의 레드 테입 인식 수준을 여러 가설을 통해 검증함으로서 정치적 관점에서 새로운 레드 테입의 생성 요인을 발견하였다. 분석결과는 정치적으로 불확실한 지방정부 (단체장직선제, 정당공천제, 소선구제)에서 일하거나 지위가 낮은 관리자들이 레드 테입을 더 높게 인식하는 것으로 나타났다. 이러한 연구 결과를 토대로 우리나라 지방자치단체의 정치적 불확실성을 줄여 지방정부 관리자들의 레드테입 인식을 줄여야 한다는 정책적 시사점을 제시한다.

Red tape research has made great progress in the past three decades. A challenge regarding government red tape is that the perception of high levels of red tape may vary according to different actors. To overcome this challenge, this study establishes an institutional perspective of red tape in local government. At the local level, some bureaucratic rules are created as institutional safeguards to reduce politicians’ uncertainties over their reelection. In particular, this study examines how political institutions affect public managers’ red tape perceptions because they influence elected officials’ political uncertainties in the election cycle. After adding new antecedents of red tape perception, the results indicate that public managers in political cities and less powerful positions perceive high levels of red tape.
