서울시 입체지적 기반조성사업에 따른 입체지적의 단기적 도입방안 = The Short-Term Introductive Strategies of 3D Cadastre based on the 3D Cadastre Infrastructure Project of Seoul

다국어 초록 (Multilingual Abstract)

In spite of the increase of 3D land use caused by the limitative attribute of land itself and the maximization of land use, the current cadastre system does not satisfy the current trend and is still in 2D cadastre. The study suggests the introductive strategies of 3D cadastre as one of the solutions as the disharmony between the current and the system causes the number of problems. For the solutions, the ownership and the land are analyzed after confirming the separated superficies and its contents realized in the real-estate registry book on the sites of 3D Cadastre Infrastructure Project of Seoul. 3 suggestions proposed as short-term introductive strategies of 3D cadastre are as follows: first, the introduction of separated superficies; second, the increase the area of cadastral confirmation survey; third, the proposal of revision of real-estate regulations. Additionally the improvement strategies of 3D cadastre for drawing maps are shown as a result.

국문 초록 (Abstract)

오늘날 토지가 가지고 있는 부증성과 토지 이용의 극대화로 입체적인 토지이용이 점점 증가하고 있다. 하지만, 현행 지적제도는 시대적인 흐름을 반영하지 못하고 2차원적인 평면지적에 머무르고 있는 실정이다. 이러한 현실과 제도의 부조화는 많은 문제점들을 발생시키고 있으므로, 본 연구에서는 해결책으로 입체지적 도입방안을 제시하고자 한다. 이를 위해 먼저 서울시 입체지적 기반조성사업 대상지에 대한 부동산등기부의 구분지상권과 지상권 설정 내용을 확인하고, 그 대상지에 대한 권리적·물적 대상을 분석하였다. 그리고 입체지적의 단기적 도입방안으로 첫째, 구분지상권 제도 도입, 둘째, 지적확정측량 대상 확대, 셋째, 『부동산등기규칙』 개정을 제시하며, 결과물로 입체지적도면 개선방안을 첨부한다.
