Traditionally, the infrastructure of Public Employment Services (PES) was relatively weak in Korea and couldn't play a key role in labor market. But the unprecedented unemployment, which was followed by the 1997 financial crisis, has led the rapid growth of PES. This paper analyzed the performance and effectiveness of Korean PESs in recent years and looked into the realities of job matching and counselling service through the nation-wide survey which was done during March 20-25, 2000.
The policy implication from the empirical result as follows. The performance has been greatly improved after the 1997 financial crisis. But, in comparison with several advanced countries' PES, the performance and effectiveness of Korean PES has reached more or less those of the average level advanced countries' PES in the early 1990s. The job matching and counselling service in Korean PESs, aren't satisfactory, from the point of service quality. The causes of those are the overwork of counsellors, insufficient manpower, the shortage of relevant information on various job seeker and job situation, and especially the shortage of 'decent' job vacancies posted are the main causes the make PES's job matching and counselling services unsatisfactory.
