This paper is an analytical outcome of a questionnaire survey conducted by the authors under the sponsorship of the Korean Research Foundation grant in 1999-2000. The questionnaire was distributed to college professors, research scientists, bureaucrats, businessmen and women, NGO members and graduate students who were involved in environmental policy and management. All expressed negative views on policy-making process, policy execution, and policy evaluation. Government workers expressed somewhat positive view on environmental policy and administration compared to other experts. It is a sad state. They are critical to all aspects of policy process, including new environmental policy paradigms such as "Polluter pay principle, economic incentive principle, preventive measures, environmental impact statement process." They are also critical water resources management, waste management, and air quality management.
This research finding dictates a complete review of existing environmental policy and management, and calls for a new construction of environmental policy and administration.
