신개발 중심 상업지역 기능충전 계획을 위한 연구 = (A) study of replenishing urban activity functions in newly developed principal business thorough-fare

국문 초록 (Abstract)

都市는 都市全體의 中樞管理機能 즉 行政, 業務, 商業 및 文化慰樂等의 都心機能을 遂行하는 都心地域 (C.B.D)이 形成되며, 이 地域은 都市의 財貨와 用投의 活動과 事務慰樂活動이 最高次로 營爲되는 地域이라 할 수 있으며, 한편 都心地域을 構成하는 都心機能은 機能相互間 立地競爭에서 밀려난 一部 機能은 周邊地域에 二次的 中心地를 形成하여 地域生活圈의 中心地 或은 副都心으로 成長해 나간다.
이러한 二次的 中心地는 都市의 巨大化와 過大化의 結果로 集積과 不利益의 마찰을 줄이기 위하여 自然發生的 或은 計劃的이고 意圖的인 中心地로 都心地域의 一部 都心機能 分擔과 地域生活圈의 中心的 機能을 遂行한다고 할 수 있다.
서울은 60年代以後 都市化現象의 加速으로 江北中心의 單核的 都市構造를 形成하였으며, 이러한 江北地域 中心의 人口와 産業의 集中은 都市 空間의 外延的 擴散과 住居機能의 外廓地域 開發로 因한 都心의 空洞化 現象과 周邊地域의 無計劃的 都市成長의 結果를 초래하였다.
이러한 都市構造的인 問題를 해결하기 爲하여 서울市는 舊市街地 中心의 單核都市機能의 分散과 選擇的 再開發, 都市空間構造上 方向別 副都心機能의 特化, 江南地域의 完結的 再編成等을 主要 骨字로 하는 都市空間構造改編計劃을 構想하기에 이르렀으며, 한편 이러한 計劃構想을 構體的으로 實現하기 爲하여 生活圈 階層別 中心地 開發과 生活便益施設의 適正配置等을 目的으로 하는 區單位 生活圈計劃을 樹立한 바 있다.
本 論文에서는 이러한 서울市의 都市構造的인 問題點과 都市空間構造改編計劃 및 生活圈計劃에 依해 中心商業地域(副都心)으로서 最近에 新開發된 江南區의 中心商業地域이 首都圈整備基本計劃 및 서울市 空間構造改編計劃上 永東劃都心의 一部로서 또한 江南區 都市基本計劃上 地域中心商業地域으로 設定됨에 따라 中心商業地域(副都心)으로서의 效率的인 機能 遂行을 爲한 內部空間構造 再編成과 機能의 充塡計劃을 重點 硏究하였다.
都市 或은 特定地域의 中心地域은 都心活動의 集積利用으로 高價의 地貸, 高密度土地利用等의 性格을 지니며, 背後住居地域의 活動의 場으로서의 中心地임을 감안할때 中心機能의 適正誘致 및 充塡計劃은 中心地域 開發戰略을 樹立함에 있어 重要한 판단 資料가 될 것으로 確信한다.

다국어 초록 (Multilingual Abstract)

Chapter I. Introduction
The purpose of this study is to reorganize the internal spatial structure of sub-center and to replenish the urban function to sub-center according to Seoul master plan. (1984-2001)
At present, Seoul has being developed one nuclei structure one CBD, But Seoul master plan propose multi-nuclei structure in order to make good city.
Chapter II. The theories of CBD formation & spatial structure of Seoul CBD
Due to the development of major traffic arteries linking the CBD with the outward growing areas of the city. Sub-center was created naturally-and purposely in order to cover the expanding area. Sub-center occupies a small portion and shares the function of CBD, this means that sub-center in complementary to CBD. Thus we call sub-center as the 2nd CBD in a hierarchical aspects.
Chapter III. The characteristics of study area (Kang Nam Ku)
The annual population growth rate in 27.8% during 7 years periods, and the population concentration rate is to Seoul city is 1.7% of 1975, however it is increased to 6.1% of 1981. We could find out the rapid development of this area. In Seoul master plan, this area is selected as Young Dong subcenter and in metropolitan rearrangement planning, as YoungdongChunho sub-center, and in Kang Nam Ku community planning, Teheran road sub-center.
Chapter IV. Analysis & Evaluation of internal function's structure in CBD of study area
This study area is located to nodal point of transportation and centered the urban development axis. The specialized functions of the study area (over 20%) are restaurant with entertainment business, retail shopping business, banking, office and service supporting, and spatial usage per stages are as follows under 5 stage - restaurant with entertainment business, retail shopping business, lower level - service supporting, higher level - Banking and office working.
Chapter V. The comparative analysis of internal functions to Seoul CBD & Kang Nam CBD
The function's interrelation of CBD is locationally settled by functional association, and it's important that appropriately to arrange the functions of CBD and purposely to desperse and rearrange of functions. The central functions over 0.7 coefficient of correlation are administration, the money market, insurance, enterprise, consultant, real estate, personal supporting, restaurant with entertainment business, loading business, etc.
In comparison to analyze of internal functions to Seoul CBD and Kang Nam CBD by a settlement population and function in sphere of influence,
(1) The central functions superior to Seoul CBD (LQ>1)
Restaurant with entertainment business service supporting, the money market with enterprise business,
(2) THe central functions inferior to Seoul CBD (LQ < 1)
Retail Shopping business, special business, Administration.
Chapter VI. The establishment of internal functions in Kang Nam CBD
The internal functions of Kang Nam CBD are considerablely established by characteristics of existing internal activity function, functions of related planning, interrelation of functional association, central function of community planning, etc.

Chapter VII. Conclusion (The replenishing planning of internal functions in CBD of study area)
It is necessary that completely to reorganize of internal spatial spatial structure and to replenish function of the following content so that CBD of study area accomplish function of sub-center and Kang Nam CBD.
(1) Administration function
·National 2nd administration function
(The relational organization of the government)
(2) Business function
·The money market function
(Bank, Insurance, certicate etc.)
(3) Commercial function
·Restaurant with entertainment business
(confectionary, coffee shop etc.)
·Retail shopping business
(linen and cotton, precious metals, recreation-movement facilities, home decorations, bookstore, stationery shop)
·It is necessary that to entice of special commercial marketing facilities (department store or shopping center) so that to furnish systematically purchasing activity.
·Special function
(machine, building materials, industrial chemicals)
(4) Cultual-Health function
·inspection and public performance facilities
·general hospital
(5) Traffic facilities function
·Parking area
·Air Bus Terminal.
