교정간호의 실태와 개선방안에 관한 연구 = A Study on the Actual Conditions and Improvement Measures of Correctional Nursing

국문 초록 (Abstract)

교정시설의 교정의료인력은 저임금, 의원급의 부족한 의료설비, 혐오시설낙인 등으로 근무하고 싶지 않은 직장으로 인식되어 과거부터 현재까지 상시 부족한 실정이다. 교정의료인력의 부족은 수용자 치료에 부정적 영향을 미칠 수 있고, 의료 서비스의 질적 저하로 이어질 수 있다. 특히 교정의사는 전공과 무관한 진료를 함으로써 수용자는 교정의사의 진료를 신뢰하지 못하고 화상진료나 외부진료를 원하고 있다. 하지만 화상진료나 외부진료는 예약된 날짜에 협력병원과 지정된 시간에 해야 하므로 수용자는 적기에 진료받지 못할 수 있다. 교정의료 인력의 부족은 교정간호사가 업무를 대신해야 하므로 업무 과잉을 초래하고 있다. 따라서 의료인력 확충에 실질적이고 효과적인 대안을 제시하는 것이 연구의 목적이다.
연구의 범위는 선행연구, 교정통계, 인터넷 자료 등을 바탕으로 교정의료의 실태를 파악하고, 이를 통해 다양한 문제점을 도출하여 대응방안을 모색하는 것이다. 대응방안은 구체이고 실천가능한 대안을 제시하여 교정의료인력 확충에 보탬이 될 수 있도록 하는 것이다.
연구결과 교정의료인력 부족을 해소하기 위해서는 AI의사 및 약사를 교정시설 의료과에 도입하여 운영하는 것이다. 또 다른 방안은 먼저 교정약사는 순회약사제도를 도입하여 1명의 교정약사가 3∼4개 교정시설을 담당하게 하는 것이다. 다음으로 교정의사는 의사에 국한하여 채용하기보다는 노인수용자가 많은 교정시설은 한의사도 채용하여 운영하는 것이다. 마지막으로 우수한 교정간호사를 채용하기 위해서는 교정시설과 학교 등이 협동하여 간호실습을 교정시설 의료과에서 할 수 있도록 함으로써 교정의 특수성을 이해하고 널리 알려 채용 시 많은 지원을 할 수 있도록 해야 한다.

다국어 초록 (Multilingual Abstract)

Correctional medical personnel in prisons are recognized as workplaces that do not want to work due to low wages, insufficient medical facilities at the clinic level, and stigma of hate facilities, and are always insufficient from the past to the present. The lack of correctional medical personnel can negatively affect the treatment of inmates and lead to poor quality of medical services. In particular, orthodontists do medical treatment unrelated to their major, so the recipients do not trust the orthodontists' treatment and want video or external treatment. However, video or external treatment must be performed at a designated time with cooperative hospitals on an appointment date, so inmates may not be able to receive timely treatment. The lack of correctional medical personnel is causing an excess of work because correctional nurses have to take over for work. Therefore, the purpose of the study is to present practical and effective alternatives to expanding medical personnel.
The scope of the study is to understand the actual state of prison correctional medical care based on previous studies, correctional statistics, and Internet data, and to derive various problems through this to find countermeasures. The countermeasure is to provide concrete and practical alternatives so that it can contribute to the expansion of correctional medical personnel.
As a result of the study, in order to solve the shortage of orthodontic medical personnel, AI doctors and pharmacists are introduced and operated in the medical department of orthodontic facilities. Another option is to first introduce a traveling pharmacist system for orthodontic pharmacists, so that one orthodontic pharmacist is in charge of three to four correctional facilities. Next, rather than hiring correctional doctors only, correctional facilities with many elderly inmates are also hired and operated by oriental doctors. Finally, in order to hire excellent orthodontic nurses, it is necessary to allow correction facilities and schools to cooperate to conduct nursing practice in the medical department of orthodontic facilities so that they can understand and publicize the specificity of correction so that they can provide a lot of support when hiring.
