동아시아 보건안보의 쟁점과 협력 = Health Security in East Asia: Issues and Cooperation

국문 초록 (Abstract)

보건안보는 질병의 예방, 처치, 대응을 인간 공동체의 유지와 안전의 측면에서 접근한다. 보건안보의 위협 요인 뿐만 아니라 대응책과 행위자도 그에 상응하여 다양하다. 최근 보건안보는 ‘예방’ 접근뿐만 아니라 예상치 못한 보건 긴급상황에 대한 사회 필수체계의 유지에 초점을 맞추는 ‘대비’의 접근에서 다루어진다. 동아시아에서 보건안보 도전은 신종 감염병, 바이오 안보, 식품 안전성, 비전염성 만성질환 및 고령화 등이 지적된다. 한중일은 보건안보구상, 보건복지, 보건외교 등을 보건안보 정책에 포함하고 있으나, 지역차원의 다자간 협력은 취약하다. 지역 보건안보 협력을 위해서는 (1) 정부 및 민간이 참여하는 한중일 보건안보 대화의 제도화가 필요하며, (2) 한중일이 비교우위를 가진 첨단기술을 보건안보에 적용하는 공동 투자 및 연구가 활성화되어야 하고, (3) 비전염성 질병 및 고령화 등 공동의 문제 해결을 위한 정책개발에서의 협력이 이루어질 필요가 있다.

다국어 초록 (Multilingual Abstract)

Health Security describes the prevention, treatment and response of diseases in terms of continuity and safety of the human community. Recently, health security is been seeking not only in ‘prevention’ but also in ‘preparedness’ which emphasizes securing social vital system from health emergencies. In East Asia, threats include food safety, non-communicable diseases and population aging as well as new infectious diseases and biosecurity. Countries in the region have implemented their own policies such as participation in the GHSA, health care system development and health diplomacy, but multilateral health security cooperation at regional level is fragile. In order to promote regional health security cooperation between Korea, Japan and China, the followings should be considered: (1) institutionalization of trilateral health security dialogues in which private actors and governments participate; (2) joint investment and research to use advanced technology for health security; and (3) policy cooperation addressing common health issues such as NCDs and population aging.
