문화관광 축제의 무용공연 활성화 방안 = A plan for activating the dance performances in cultural tourism festivals.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate measures to contribute to the development of dancing performances in Korean cultural tourism festivals under the effective consideration of the values of dancing and to promote dancing performances in Korean cultural tourism festivals as a popular art. For doing this, qualitative methods were used and both identification of actual status and analysis of the realities were performed through literature review and in-dept, individual interviews. The results of the analysis are as follows:
First, a budget that may be drawn up for festivals by the Ministry of Culture and Tourism is extremely limited, and it is the fact that drawing up a budget on the dancing performances in Korean cultural tourism festivals is hardly thinkable.
Second, it is necessary to establish concrete measures to produce an organized and professional system and to acquire human resources in planning dancing performances in cultural tourism festivals.
Third, the results of general analysis of the festivals performed in cultural tourism festivals between 2004 and 2008 by periods of performance showed that it is necessary to change the periods of performance, which should be converted from spring and autumn to summer and winter.
Fourth, the results of analysis of the distribution of cultural tourism festivals between 2004 and 2008 by local governments showed that the partiality of hold regions may be attenuated when metropolitan cities where cultural tourism festivals are infrequently held make an systematic effort to organize the festivals. Also, diversification of hold regions may contribute to appropriate diversification of dancing performances.
Fifth, it is the fact that such festivals are revealed of limitations because of nationwide standardization in the contents and composition. For desirable changes in cultural tourism festivals, various programs should be developed and desirable trends of development of planning dancing performances under the consideration of peculiar characteristics of regions.
Sixth, according to the analysis of the realities of art performances on stage by genres, music performances were most popularized. Therefore, in dancing performances, explanation should be included in dancing works like in operas, and works to promote understanding and response of the public should be selected and planned.
Seventh, successful festivals form an important space for interaction among residents when the residents have love and pride on their traditional regional culture and actively participate in the festivals. In other words, creating sympathy in dancing performances, an essential function of festivals, should be restored through educating residents on dancing.
Eighth, although dancing performances representing regional characteristics should be done first in Korean cultural tourism festivals, foreign folk dances or songs performed by foreign dancing teams are given more weight. Therefore, diversified measures should be taken in order to enhance performance of domestic folk dancing groups to show regional traditions in cultural tourism festivals.
Ninth, according to the results of the interviews, persons in charge of cultural tourism festivals are insufficient for knowledge and information on dancing groups and organizations and they employed agencies for dancing events, which causes low-standard dancing performances. In order to improve methods of selection and invitation of dancing groups and organizations by persons in charge of cultural tourism festivals, it is required for those in the world of dance should actively promote their performances to persons in charge of cultural tourism festivals.

국문 초록 (Abstract)

본 연구는 무용의 가치를 효과적으로 고려하여 우리나라 문화관광축제의 무용공연 발전에 기여할 수 있는 방안을 모색하고, 문화관광 축제에서 무용공연이 대중적 예술로서 활성화 될 수 있는 방안을 모색하고자 하였다. 이러한 연구 목적을 규명하기 위하여 질적 연구 방법을 실시 하였으며 문헌 조사와 심층개별 면접조사를 통한 현황파악 및 실태분석을 병행하였다. 분석결과 다음과 같은 결론을 도출 하였다.
첫째, 문화관광부에서 축제에 편성할 수 있는 예산은 극히 미비하여, 문화관광축제 프로그램속의 무용공연에 관한 예산 편성은 엄두를 내지 못하는 현실을 알 수 있었다.
둘째, 문화관광축제의 무용공연기획은 체계적이고 전문적인 시스템과 인력확보를 위한 구체적인 방안이 필요 하다.
셋째, 문화관광축제에 선정된 축제를 대상으로 2004년부터 2008년까지 개최시기별로 종합 분석한 결과 봄, 가을 집중형을 탈피하고, 여름 겨울을 새롭게 공략할 수 있는 개최시기의 전환이 필요하다.
넷째, 2004년 부터 2008년 까지 광역자치단체별 문화관광축제 분포를 분석해 본 결과 문화관광축제가 활성화되지 못한 광역 대도시에서 체계적인 노력을 한다면, 개최지역의 편중화 현상을 해소할 수 있을 것이라고 생각된다. 또한 개최지역이 분산 개최 될 때 무용공연도 적절히 분산되어질 수 있는 여건이 마련될 것이다.
다섯째, 축제가 전국적으로 획일화된 내용의 구성으로 그 한계점을 드러내고 있는 실정이다. 문화관광축제의 올바른 변화를 위하여 문화관광축제의 다양한 프로그램 개발과 지역의 고유특성을 고려한 무용공연 기획의 바람직한 발전 방향을 설정해야 한다.
여섯째, 예술공연에서 무대공연의 장르별 실태분석결과 음악공연이 가장 대중화되었다고 볼 수 있다. 따라서 무용도 오페라처럼 해설을 함께 넣어주는 방법과 작품선정에 있어 일반 대중들이 쉽게 이해하고 공감할 수 있는 작품이 기획되어져야 할 것이다.
일곱째, 성공적인 축제는 주민들 간의 상호작용을 위한 중요한 공간을 만들어 낸다. 이를 위해서는 지역주민 스스로 지역 전통문화에 대한 사랑과 자부심을 가지고 축제행사에 적극적으로 참여해야 한다. 즉, 시민들에게 무용에 대한 교육을 통해 무용공연 개최 시 공감대 형성이라는 축제의 본질적 기능을 회복시켜야 한다.
여덟째, 현재 문화관광축제는 우리나라지역을 알리는 무용공연이 선행되어야 함에도 불구하고 외국팀의 포크댄스나, 민요, 외국민속무용공연 등의 프로그램기획이 더 많은 비중을 차지하고 있다. 따라서 문화관광축제에서 지역의 전통을 알릴 수 있는 우리나라무용단체의 공연증대를 위한 다양한 방안이 모색되어야 할 것이다.
아홉째, 면접조사를 통한 문제점을 살펴본 결과, 문화관광축제의 관계자의 무용단체에 대한 지식정보가 부족하여 이벤트사의 선정으로 수준 낮은 무용공연이 기획되고 있다. 문화관광축제 관계자들의 무용단체 선정 초청 방법이 개선되기 위해서는 우리 무용인들도 축제기획 담당자들을 대상으로 적극적인 홍보의 노력도 요구되어 진다.
