As to whether the efficacy of the'3dmlnistrative behavior as a preconsideration in civil suit can be judged by the civil court, the scholars concerned are different In view and opinion, and the leading cases concerned have also been varied.
It is, however, thought of as proper, as in agreement with the views of some scholars concerned, that the supreme court should approve the fairness of the administrative behavior, by fixing the judicial confusions caused by the variance of the recant loading case 'C' to the case 'B', and thus that the civil court should not judge the fairness of the efficacy of the administrative behavior as a preconsideration so far as not 'just invalidity'
