In December of 1993. South Korea and China initiated negotiation to make a new fisheries agreement for the West and the South Sea. After 6 years and 8 months of negotiation, both countries finally came into an agreement on August 3rd, 2000. However, the agreement did not come into effect immediately due to the failure of agreement on several critical points such as the fishing quota, the range of fishing zone, etc. In April of 2001, two countries reached a complete agreement, which made it effective from Jun 30th, 2001. This study will put a systematic analysis on the fisheries agreement. The purpose of this study is to suggest a guidance for the better fisheries system and provide a basic data for the negotiation between two countries to establish Exclusive Economic Zone (EEZ), which will eventually contribute to national interests. In order to reach the above goals. this study will review the background and process of fisheries agreement and analyze the contents of the agreement. The method of study is bibliographic research, using all materials on the process of negotiation and the international law of the sea.
