주택 정비 사업에서 건축협정을 통한 특례 적용의 효과 분석 = Analyzing the Effectiveness of Special Provisions Through Building Agreements in Housing Improvement Projects

국문 초록 (Abstract)

본 연구는 건축협정 체결 사례를 바탕으로 특례 적용의 효과를 입증하는 것을 목적으로 하며, 연구 결과는 다음과 같다. 첫째, ‘개발 여건 개선’ 측면에서 대지와 도로와의 관계 기준의 통합 적용을 통해 개발 가능 면적을 증가시키는 효과가 있었다. 둘째, ‘기능적 효율성 측면’에서는 건축협정을 통해 계단실 등 코어공간의 효율적 조성에는 기여하였으나, 주차대수 확보 측면에서는 효과가 미미하였다. 셋째, ‘경제적 효율성 측면’에서는 하수처리시설을 통합 설치함에 따라 공사 범위 축소로 예산 절감에 기여하는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

This study analyzes the effects of special provisions through cases of building agreements and examines how these provisions contribute toachieving policy objectives. First, regarding development conditions, the integrated application of the Relationship with Land and Roadsstandard was found to effectively expand developable areas by improving the conditions of isolated or irregularly shaped plots. Second, interms of functional efficiency, sharing boundary walls between adjacent sites through building agreements reduced the number of requiredstairwells or cores. Each stairwell or core consequently gained approximately 23 to 86 percent more usable floor area compared to before thespecial provisions were applied. The integrated placement of stairwells also enhanced spatial utilization, resulting in an overall increase ofabout 10 percent in total floor area. Although the integration of parking lots had little or no impact on parking capacity, it improved vehiclecirculation conditions. Finally, in terms of economic efficiency, the integration of sewage treatment facilities reduced the number ofinstallations by half and shortened sewage pipe lengths by approximately 30 to 60 percent, thereby minimizing the extent of related civilengineering and ancillary works.
