일본의 인도·태평양 전략과 아세안의 역할 = Japan's Indo·Pacific Strategy and ASEAN‘ s Role

국문 초록 (Abstract)

일본은 미국, 인도, 호주 그리고 아세안 국가들과 함께 자유롭게 개방된 인도 · 태평양 전략을 추진하고 있다. 중국도 역시 새로운 실크로드 경제권인 일대일로 구상을 추진하면서 미국과 일본 대 중국이 헤게모니 경쟁을 전개하고 있다. 아세안은 특유의 아세안 방식(ASEAN Way)을 통해 미일과 중국 사이에서 균형전략(balancing strategy)과 헤징전략(hedging strategy)을 통해 독자적인 생존전략을 모색하고 있다.
따라서 이 논문은 미일 주도의 인도 · 태평양 전략과 중국의 일대일로 구상이라는 새로운 지역 질서 확립 전략의 중요한 요소로서 일본이 자유롭고 개방적인 인도 · 태평양 전략(FOIPS)의 이름으로 추구해온 세 가지 측면의 안정적이고 다각적인 세력균형의 창출, 지역적인 회복력(regional resiliency)과 발전의 연결성 증진 그리고 규칙 제정과 규범의 확립에 초점을 맞추고 있다.
이런 맥락에서 이 논문은 일본과 아세안과의 협력이 지역의 신 냉전 출현을 방지하기 위한 새로운 지역 질서 구축 전략으로 이 지역의 협력, 번영, 그리고 평화적인 안정에 핵심적 역할을 달성한다는 전망으로 결론을 내릴 것이다.
