공직동기(PSM)의 선행요인: 사회화 요인의 비교분석 = Antecedents of Pubic Service Motivation: Comparative Studies of the Role of Socialization Factors

Our research explores the antecedent or formation factors for PSM (public service motivation). Although much research has been conducted into the role of general socialization on forming PSM, there are very few studies about the role of organizational socialization. Hence we test the possibility both of applying the general socialization theories and of studying the role of organizational socialization in Korea. Based on survey data (n=906), we find that, first, the role of general socialization in determining PSM is confirmed. Second, organizational socialization also plays a significant role in forming PSM. Third, relational factors, such as the supervisor-coworker relationship, and experience in public service play a significant role in forming PSM. Finally, there are different determinants according to each sub-domain of PSM.

국문 초록 (Abstract)

본 연구의 목적은 공직동기(PSM: Public Service Motivation)를 결정하는 선행요인을 실증자료에 근거하여 분석하는데 있다. 공직동기의 연구 초기부터 공직동기 형성에서 조직사회화(organizational socialization)의 중요성이 강조되었다. 하지만 공직 입직前의 일반사회화에 대한 연구에 비해 공직 입직後 조직사회화에 대한 연구가 미진한 것이 현실이다.
이에 본 연구는 첫째, 일반사회화 과정에 대한 기존 연구결과들이 한국적 상황에서도 적용가능한지 검증한다. 둘째, 기존 연구들이 간과하고 있는 조직사회화 요인들이 공직동기 형성에 어느 정도의 설명력을 가지는지 분석하며, 셋째, 조직사회화가 일반사회화와 비교하여 독립적인 설명력을 가지는지를 분석한다.
공무원을 대상으로 실시한 설문조사(n=906) 자료를 분석한 결과 첫째, 공직동기 형성에서 일반사회화 요인의 역할을 재확인할 수 있었으며 둘째, 일반사회화 요인뿐만 아니라 조직사회화 요인이 공직동기 형성에 유의미한 역할을 수행하고 있다는 점, 셋째, 공직동기 형성에 조직내에서 역할모델로서 상사역할과 동료역할, 공직생활中봉사경험이 중요하다는 점, 마지막으로 각 공직동기의 하위차원별로 그 결정요인이 상이하다는 점 등을 발견할 수 있었다.
