브레튼 우즈(Bretton Woods) Ⅱ의 특징과 메커니즘 : 화폐의 제도·정치적 특성을 중심으로 = The Nature of Bretton Wood Ⅱ Regime: its institutional and political characteristics

국문 초록 (Abstract)

이 글은 BWII라는 현재의 국제통화질서 논쟁을 다루고 있다. 하지만 경제학자들과는 다른 시각에서 BWII 문제를 접근해 들어가고자 한다. BWII와 관련한 경제학자들의 논의들은 많은 경우 국제통화질서 및 메커니즘을 너무 시장기능적인 측면에서만 접근하고 있는 경향을 보이고 있다. 이럴 경우 BWII의 특성 및 메커니즘이 시장논리로만 환원되면서 그 미래도 예정되어 있을 수밖에 없다. 이에 반해 이 글에서는 경제학자들이 소홀히 다루고 있는 화폐(통화)관계의 제도 및 정치적 특성에 주목하면서 BWII를 분석하고자 한다. 이를 통해 이 글이 궁극적으로 주장하고자 하는 것은 다음과 같다. 즉 BWII는 일부 경제학자들이 주장하는 바와 같이 이전의 브레튼 우즈 체제와는 근본적으로 다르며 매우 불안정한 레짐이지만 그럼에도 불구하고 시장논리로 환원되어 BWII 붕괴 시나리오와 같이 미래가 도식적으로 예정되어 있지는 않다는 것이다.

다국어 초록 (Multilingual Abstract)

The main argument of this paper is the critique of economic interpretation on Bretton Woods Ⅱ, which constitute the international monetary order today. Since the 2008 global financial crisis, the debate on Bretton Woods Ⅱ regime between economists is getting much more bigger. Their main interest is whether this Bretton Woods Ⅱ regime is sustainable or not. The economist like Dooley et.al. insist that Bretton Woods Ⅱ will last for a quiet long time. On the other hand, the economist like Eichengreen insist that it will soon collapse. This paper, by criticizing both argument, emphasize the institutional and political characteristics of international monetary order. When we consider this characteristics, the question whether Bretton Woods Ⅱ regime will last or not comes out as the problem of political relations, not the economic relations.
