Revisiting the Cultural Logic of Politics in the Digital Age = Internet Use, Personalization of Political Action, and Asian Values

국문 초록 (Abstract)

본 연구는 디지털 연결 시대에 인터넷의 확장이 동아시아 지역의 시민 참여에 어떠한 영향을 미치는가를 실증적으로 규명하고자 한다. 특히, 정치의 개인화에 주목하여 인터넷 사용자들이 가지는 “아시아적 가치”에 대한 규범적 지향과 그들의 정치 참여 양식의 관계를 살펴보고자 한다. 이 질문에 대해 몇몇 학자는 비전통적 정치적 행동이 제도적 차원은 물론 규범적인 제약을 받는다고 주장하는 한편, 다른 이들은 인터넷을 통한 동원이 그러한 문화적인 (심지어 정치적인) 경계를 뛰어넘는다고 본다. 본 논문은 이러한 논의의 연장선에서 제4차 아시안바로미터 조사(Asian Barometer Survey IV)를 분석하였다. 그 결과, 온라인에서의 의사 표현이 화합과 위계에 대한 존경을 우선시하는 전통적 가치의 정치적 효과를 반영할 뿐만 아니라 강화하고 있음을 발견하였다. 하지만 조사 분석 결과 개인화되고 있는 정치적 행동을 매개하는 디지털 소통은 집단이익을 우선시 하는 규범적 의무를 넘어서는 효과를 발휘하고 있음도 발견하였다.

The debate on Asian values is inconclusive when it comes to the personalization of politics in the digital and connected age. Some scholars argue that there are normative, as well as institutional, constraints on political action, which is especially challenging to the elite, but others view Internet mobilization as cutting across such cultural (and even political) boundaries. We add to the debate, and to the research on digital media and politics more generally, by testing the effects of normative orientations toward Asian values on online activities for unconventional political participation. Using the fourth wave Asian Barometer Survey (ABS IV), we show that online political expression reinforces the pattern-maintaining effects of traditional values that prioritize harmony and respect for hierarchy over contestation and self-assertion. But our data analysis also demonstrates a mobilizing influence of digitally mediated pathways on political action that is personalized beyond its normative obligation to collective interest.
