This study examines the formation of a regional cultural workforce model within the “Regional Culture Tutorial” policy introduced in 2021. Focusing on the case of the Dobong Cultural Center, it explores how a multilayered governance structure—linking central government, a dedicated agency, local institutions, mentors, and participants—has shaped the conditions under which a regional cultural workforce is cultivated. While existing regional cultural policies have largely emphasized the expansion of facilities and programs, this research directs attention to the formation of intermediate-level personnel who connect policy frameworks with local practice. Through an analysis of the “Around Chang-dong” project, the study traces how the documentation of people, time, and space leads to the listing and reinterpretation of local cultural assets. It further examines how participants gradually assume mediating roles that bridge administrative language and everyday life. The findings suggest that the Regional Culture Tutorial functions not merely as a technical training program, but as a process-oriented structure in which competencies for interpreting and connecting local contexts are accumulated over time. Based on these observations, the study suggests that regional cultural personnel should be understood not simply as operational staff, but as intermediaries who mediate local networks and symbolic assets. In doing so, the research offers implications for policy design aimed at sustaining intermediate-level cultural mediators in Korea.
