This study aims at examining the institutionalization of gender main-streaming in the local level. This research empirically analyzed some aspects of local policy in Gwangju Metropolitan City such as gender impact assessment, gender-segregated statistics, gender cognitive budget, gender cognitive education of actors in the local administrative organizations. Findings of this research and policy suggestions are as follows.<br/>
First of all, the legal regulations(The Ordinance on Women's Development) are insufficient to implement gender main-streaming on local policies. There is neither any prescription on gender cognitive budget nor any specific article to prescribe the feed-back of the assessment on the new policy. The legal regulations relating to some instruments of gender main-streaming need to be revised and specified. Secondly, policy-coordinating agency in the local government needs to be consolidated by the empowerment of Committee of Women's Development or reorganization of Department of Women's Policy in the local government. Thirdly, the proportion of women in the higher position in the local government has to be increased to fulfill the equal participation in policy making in terms of 'main-streaming of women'. The feed-back of gender impact assessment is to be adopted in the new policy and the gender cognitive budget needs to be implemented on all kinds of policies.
