The purpose of this study is to clarify the distinctions between owner-building and construction by contracting with a licensed contractor and to suggest some policies in relation to the qualificatory system for a builder in small scale building works. This study analyzed foreign cases as well as the existing survey results targeting architects and civil servants. Also, institutional devices were examined for preventing small scale building works from constructing with poor quality caused by participating non-qualified builders. Judging from the foreign cases and survey results, a contractor license should be required if a construction project requires a building permit. Especially, if the structure may be offered for sale or lease, the contractor license should be required. Moreover, this study suggests that owners of property may build or improve structures on the property without contractor license provided that the structures are utilized for only their own use.
