하도급계획제출제도의 개선방안 = An Improvement On The Subcontract Plan Submission System(bidding system accompanied with subcontractors)

Subcontract Plan Submission System was introduced in 2008 when the Fundamentals of Construction Business Act was amended and it has been operated till so far. The essential purpose of this system is to make project owner confirm a subcontracting agreement in advance and to have the contractor conduct the construction as agreed. This enables the project owner to get provided excellent quality facilities and subcontractor to get proper construction cost. However, current Subcontract Plan Submission System does not achieve the ultimate purpose of the system due to many problems. This study investigates the problems of scope of the construction to which the Subcontract Plan Submission System covers, the content of the subcontract plan, submission procedure, and the sanctions in case of breaching Subcontract Plan Submission System and it proposes an improvement plan based on the analysis result. By doing so, this study aims to contribute to implementation of the essential purpose.
