      This study explores the evolving trends in regional alliances among like-minded countries, shaped by the U.S. "Indo-Pacific Strategy (2022)," It highlights the emergence of "lattice alliances" and the growing need for policy coordination mechanisms among value-driven nations.

      The study emphasizes that in the realm of global scientific and technological innovation, particularly regarding critical and emerging technologies (CETs), collaboration between national policy decision-makers and the policy research institutions supporting them will be essential for sustaining long-term value-based alliances.

      To address this, the research team proposed establishing a "Intelligence Network" among like-minded think tanks in CETs field. This initiative aims to facilitate governmental level cooperation through this advisory mechanism. This study examines the process of building the Intelligence Network, its operational strategies, and its effective utilization. The research focuses on ensuring the stable implementation of an intelligence system among relevant think tanks in each strategic technology field. It also investigates methods for identifying collaborative topics and carrying out cooperative activities among participating think tanks. Additionally, the study considers how the expertise and strategic cooperation outcomes derived from these efforts should be shared with key stakeholders and examines the potential ripple effects that such knowledge-sharing could generate.
      The study introduces the "Intelligence Network Model" which incorporates several key features. First of all, it defines a hybrid system that combines the benefits of multilateral frameworks with a bilateral structure, ensuring both practical feasibility and the appeal of the advisory group. Furthermore, core stakeholders are divided into two tiers, enabling close collaboration among think tanks while allowing for observer-level participation. This structure mitigated potential interference from external stakeholders.

      Lastly, By aligning the cooperation agenda with the expertise and preferences of participating institutions, the model fosters proactive participation and enhances the practical utilization of outcomes. This approach seeks to create a robust and functional platform for strategic policy coordination and collaboration.

      Building on insights from the study, a detailed procedural framework for the Intelligence Network was developed. As shown in the accompanying diagram, the framework consists of two main components; Track 1: Intelligence Dialogue and Cooperation Agenda - regular consultations to facilitate ongoing discussions and strategic alignment, and Track 2: Mini-Project Track – collaborative investigations and analyses conducted by think tanks based on agreed-upon areas of cooperation. This structure ensures a systematic and targeted approach to fostering effective collaboration.

      The study highlights the significant role of the Intelligence Dialogue within the emerging global value-driven alliance framework. It is designed to address the "gaps in knowledge systems" that arise during the transition from traditional, closed-source military and security information to broader information needs, encompassing economic and security data. By bridging these gaps, the group aims to enhance knowledge management and utilization, making it a crucial component of this evolving alliance structure.

Such a model could address the limitations of existing one-way global collaboration systems. In the past, globalization emphasized dismantling physical boundaries, but today’s world requires the ability to overcome systemic boundaries and navigate freely between them. The concept and framework for the Intelligence Dialogue outlined in this study are poised to become a vital "ladder of survival" in this new era.
